Help us drive innovation that raises the bar for our industry.About This JobThe main purpose of this job is to collaborate with business and technology teams creating appropriate deliverables, such as use cases, user scenarios, data flows, user stories, etc to ensure customer need is clearly defined and the IT solution can be executed well.Essential FunctionsProficient at facilitating backlog refinement efforts which involves ensuring the backlog contains the appropriate items which are in alignment with roadmap/release plans, that are prioritized and the items at the top of the backlog are ready for deliveryProficient at gathering data, assess business and user needs, schedule and facilitate meetings to establish quality project requirementsProficient at collaborating with business partners across multiple business lines to develop and write user stories, which includes writing acceptance criteriaProficient at managing team velocity and backlog, including prioritization of workWork with project leadership, contribute to and execute process improvement initiatives for the team and remove obstacles and distractions that may impede the team from meeting goalsAssist efforts building Agile User Stories for Scrum or KanbanPerform other duties as assignedKnowledge, Skills & Abilities RequiredProficient understanding of the Agile methodologyDiscern the flow of work which includes forecasting, release planning, sprint planning and process improvement effortsAbility to read and create diagrams, UX flows and associated artifactsDeliver multiple rival priorities with little supervisionWillingness to fill other team roles such as ScrumMaster or Test Analyst if project priorities and workload dictatesProficient technical and user understanding of team's product(s)Motivated and organized self-starter with strong attention to detail and the ability to manage multiple prioritiesInquisitive, agile and a team player with strong written, verbal and interpersonal communication skillsAbility to remain adaptable and resilient to all situations with an optimistic outlook and cast a positive shadow that is aligned with our culture and Core ValuesIntermediate level proficiency with Microsoft suite of technologies such as Word, Excel and Outlook and a proficient understanding of Azure DevOps/TFS preferredEducation & ExperienceBachelor's degree in Computer Science, Business Administration, Finance or equivalent combination of education and experience required3+ years of experience writing business requirements or equivalent experience required1+ year experience working on an Agile/Scrum Team requiredExperience leading agile methods such as Scrum or Kanban requiredCertified Scrum Master certification preferred*Hybrid Schedule: In office 2 days per week.**Must be eligible to work in the US without sponsorship now or in the future.**Level of role is determined by knowledge, experience, skills, abilities, and education.*** For individuals applying, assigned and/or hired to work in areas with pay transparency requirements, Commerce is required by law to include a reasonable estimate of the compensation range for some roles. This compensation range is for the IT Business Analyst II & III job and contemplates a wide range of factors that are considered in determining most appropriate job level and making compensation decisions, including but not limited to location, skill sets, education, relevant experience and training, licensure and certifications, and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable differentials (geographic, bilingual, or shift) that could be associated with the position or where it is filled.

At Commerce, compensation decisions are dependent on the facts and circumstances of each situation. A reasonable estimate of the current base pay is $72,500 to $109,000 annually. Depending on the job level, this position may be eligible for additional compensation through performance-based incentive plan(s) that will correspond to meeting performance goals.
