Job Summary/Responsibilities

The Executive Director is the senior-level executive responsible for overseeing the day-to-day operations and overall management of the Middle Peninsula Planning District Commission (MPPDC) through an entrepreneurial lens. This role serves as the vital link between the Commission and the organization's operations, ensuring the implementation of policies, strategies, and decisions made by the Commission. The Executive Director provides high-level financial stewardship, legal compliance, and strategic business leadership to the multi-jurisdictional regional body of the Middle Peninsula of Virginia.

This interim leadership assignment is expected to last approximately six (6) to nine (9) months and will focus on organizational stabilization, operational assessment, and financial management during a period of executive transition. The Interim Executive Director will evaluate existing processes, improve transparency and consistency, define staff roles and responsibilities, develop Standard Operating Procedures (SOPs), support budget development, and strengthen fund and government accounting practices. The selected candidate will work closely with the retiring Executive Director to facilitate knowledge transfer while providing independent leadership and organizational direction. This position may have the potential to transition into a permanent Executive Director role.

Strategic and Fiscal Management

Oversees the long-term financial health of the Commission. Applies business principles including ROI, cost-benefit analysis, and sustainability to regional projects.

Regional Leadership and Advocacy

Acts as the primary spokesperson for regional interests. Builds consensus among member jurisdictions on regional issues.

Operational Oversight

Oversee the day-to-day operations of MPPDC.

Organizational Leadership

Directs a multidisciplinary staff of planners and technical experts.

Assist with budget development, financial analysis, fund accounting, government accounting, and financial reporting.

Develop and implement operational improvements to create consistency, efficiency, transparency, and accountability across the organization.

Provide leadership and stabilization for approximately seven (7) to eight (8) full-time employees and part-time staff.

Required Qualifications

  • Bachelor's degree in Finance, Public Administration or Planning with finance concentration
  • Minimum of 10 years of progressive management experience, preferably in a government or nonprofit setting.
  • Hands-on experience with a government-funded environment
  • Proven ability to manage complex organizations
  • Strong leadership, analytical, and communication skills.

Additional Preferred Experience

  • Minimum of ten (10) years of senior management experience in a large-scale governmental, public-sector, regional organization, or nonprofit environment.
  • Demonstrated experience leading organizations through periods of transition, change, or organizational stabilization.
  • Strong understanding of fund accounting, government accounting, budgeting, and financial analysis.
  • Experience evaluating organizational processes and implementing operational improvements and best practices.
  • Ability to quickly assess organizational challenges and implement practical solutions.

Preferred Qualifications

  • MBA or Master of Public Administration, or Planning with finance concentration
  • Experience with contract law
  • Familiarity with public-sector revolving loan programs.

Interim Assignment Details

  • Full-time, onsite position in West Point, Virginia
  • Assignment length of approximately six (6) to nine (9) months
  • Immediate start preferred
  • Forty (40) hours per week, Monday through Friday
  • Teams interview process following resume review
  • Potential opportunity for conversion to a permanent Executive Director position

Work Environment

This is a full-time, onsite position located in West Point, Virginia. The anticipated schedule is Monday through Friday, approximately 8:30 a.m. to 4:30 p.m., averaging 40 hours per week. Occasional evening meetings may be required, generally not exceeding one evening meeting per month. Remote and hybrid work options are not available for this assignment. The anticipated length of the interim assignment is six (6) to nine (9) months.
