INEOS Olefins and Polymers USA includes the polyethylene and polypropylene plants located on Battleground Road in La Porte, Texas and the Chocolate Bayou Plant in Alvin, Texas; also includes the Carson, California Polypropylene Manufacturing plant and the Hobbs, New Mexico Fractionation Complex.How The Job Fits InThe successful candidate who fills this position will work as a member of the Maintenance and Engineering Team, consisting of engineers, specialists, and technicians who report to the Maintenance and Engineering Manager. This role will play a key role in developing both short-term and long-term Reliability strategies for the site, day to day troubleshooting, in addition to providing engineering support to the site Operations, Maintenance, and Capital teams.Responsibilities & AccountabilitiesProvide tactical electrical engineering support to facilitate the safe and reliable operation for all instrumentation and power systems.Assist and lead instrumentation & electrical troubleshooting with I/E technicians.Actively participate in hazard and risk assessments resolving process safety management (PSM) issues (scenarios).
Review and provide comments on engineering design packages (issued for approval and construction packages) issued by engineering and capital projects team.Ensure the technical integrity of projects, including compliance with the project scope, job specifications, accepted good engineering practices, and meeting customer requirements.Direct maintenance, improvements and usage efforts to existing Power distribution (< 69KV), switching, MCCs, VFDs, motors, UPS, and grounding systems.Ensuring PM compliance of electrical distribution equipment (EDS), reviewing PM data, and creating/maintaining Key Performance Indexes (KPIs) from the PM dataMaintain and manage equipment care plans for the following: AC and DC motors, junction and terminal boxes, cabinets and cabling, instrumented input devices such as switches, transmitters, probes as well as output devices such as control valves and associated components.Design and specify instrumentation and field analyzers, both analog and digital, electronic, pneumatic, hydraulic or mechanical.Coordinate high voltage work and monitor transformer and substation performance.Interface and communicate non-routine activities between operations, I&E craft technicians and Southern California Edison.Managing small in-house I&E projects by performing and supporting MOC's, validating programming changes prior to implementation, verifying all pertinent documentation changes (e.g. procedures, narratives, PM's) are accurately defined/documented and supporting training (if required)Lead, drive and assure that Carson site Critical Equipment Lists is up to date, maintained and documentation kept in accordance with Site procedures, PSM and ISA requirementsand oversee larger projects by E&C firms.Create/Update documentation (computerized databases, oversee CAD drawing activities) including single line and wiring diagrams & schematics.Perform RCFA following detailed design and troubleshooting guidelines, using investigating techniques for system failuresSkills & Knowledge RequiredBachelor of Science degree in Electrical EngineeringMinimum of 7 years' experience in an Instrumentation or I/E Engineering positionPetrochemical/Manufacturing Plant experience is preferred;Formal training in Safety Instrumented Systems preferred with understanding of IEC 61511, ANSI/ISA (IEC 61511), API RP 14C and 556, NFPA 85 requirements.
