Housing Services Agent
The Housing Services Agent position at the City of Tucson's Housing Department supports people experiencing homelessness by assisting them with a variety of programs, including housing navigation, permanent supportive housing, shelter operation, assessment services, and data collection within the Housing First division. Work is performed under the supervision of the Community Services Project Supervisor. This position does not supervise.
Duties and Responsibilities
Facilitates access to services required to foster housing readiness. Connects program participants with community resources to address immediate safety needs. Connects program participants to community resources aimed at achieving permanent housing acquisition. Ensures participants obtain essential documentation required to secure housing. Assists participants in developing and maintaining a personal budget to support financial stability. Guides participants through the process of completing housing applications and securing housing with their preferences.
Provides transportation for participants to housing, employment, benefits, and other relevant social service agencies appointments. Educates participants on tenant rights and responsibilities, lease agreements, and positive neighbor relations. Monitoring and supporting shelter operations to maintain on-property harmony. Maintains consistent contact with participants to monitor progress towards housing placement goals and ensure timely communication when housing becomes available. Advocates on behalf of participants to resolve issues and overcome barriers with landlords and housing service providers that may delay or prevent move-in.
Assists with referrals to the Fair Housing Council for individuals in need of support or advocacy. Develops and implements an individual housing plan for each participant. Conducts housing assessment to determine appropriate permanent housing intervention and service needs. Collaborates with participants to secure permanent housing and connect them with resources that promote long-term stability and safety. Pilots new practices, services, and programming as directed by the project supervisor to enhance service delivery and outcomes. Supports housing placements for individuals referred through the Tucson Pima Collaboration to End Homelessness (TPCH) Coordinated Entry system by working closely with the Homeless Management Information System (HMIS), navigation teams, and outreach partners.
Collaborates with agency staff to deliver regional team engagement services. Cultivates and maintains strong relationships with housing providers, rental properties, subsidies, and support programs. Engages in partnerships with external organizations and pursues professional development opportunities relevant to the field.
Performs all other duties and tasks as assigned.
Working Conditions
Indoor but mostly outdoor work, with some exposure to physically, ergonomically, or emotionally hazardous environments.
The position may require evening and weekend work, as well as on-call availability, with a rotating schedule.
Minimum Qualifications
Education: High school diploma or equivalent
Experience: Under one (1) year of relevant experience
Equivalency: Any combination of relevant education and experience may be substituted on a year-for-year basis.
License/Certifications: None
Preferred Qualifications
Two (2) or more years' experience in social services program delivery in a professional or volunteer setting for low-income older adults, justice-involved persons, persons with disabilities, families, the unsheltered, or other vulnerable populations. Fluent in written and spoken English and Spanish. Identify as a person with personal experience in Housing assistance programs, Homelessness, recovery or substance use treatment, Harm Reduction, and the criminal justice system. Experience in Shelter Operations Certified community health worker Peer and/ or Family Specialist Certification
