This role will be instrumental in OHCA’s work to reorient the California health care system toward high-quality behavioral health and other high-value care as well as supporting the stability of the health care workforce. Under general direction of the Assistant Deputy Director, the Health Program Manager II, Behavioral Health and Workforce Group Manager, plans, organizes, and directs the work of professional staff in the Behavioral Health and Workforce Group for OHCA. The Behavioral Health and Workforce Group Manager will lead OHCA’s work to set benchmarks for the percentage of total health care spending allocated to behavioral health to build and sustain infrastructure and capacity and support innovation and improvement in the behavioral health sector. This role is also responsible for monitoring the effects of spending targets on health care workforce stability, high-quality jobs, and training needs of health care workers. Building positive relationships with external stakeholders and facilitating internal and external communications will also be integral aspects of this role. This position will further OHCA’s mission of promoting equitable, high-quality, and affordable health care in California.
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. Desirable Qualifications
- At least 2 years of experience in health care delivery, administration, or policy related issues.
- At least 1 year experience leading or supervising a team including administrative staff and analysts.
- Experience engaging with internal and external stakeholders.
- Experience conducting or overseeing data analysis and research.
- Experience preparing clear and concise reports, memos, and presentations based on data analysis and policy research.
- Experience establishing and/or following program policies, procedures, and protocols.
- Knowledge in planning, organizing, and directing work to measure and report on behavioral health investment and health care workforce stability.
- Knowledge of behavioral health, health care workforce, the health care delivery system, and state or federal health policy.
