JOB RESPONSIBILITIES:
Banking Operations
- Lead and oversee all branch banking operations, including cash management, trade finance, deposits, loans, treasury operations, and cheque and payment services.
- Monitor daily operational activities and ensure timely identification, escalation, and resolution of operational issues and exceptions.
- Supervise credit administration functions, including loan documentation, collateral management, and maintenance of credit files.
- Ensure proper documentation, controls, and procedures are in place to protect the Bank’s lien positions and mitigate operational risk.
- Coordinate with relationship managers, loan officers, and external examiners on credit reviews and regulatory matters.
- Monitor operational transactions for potential suspicious activities and money laundering risks, ensuring adherence to AML and compliance requirements.
- Establish implement, and continuously enhance operational policies, procedures, and internal control frameworks

Overall Management
- Support the development and execution of branch performance targets, including staff MBOs and operational KPIs.
- Partner with Head Office and Human Resources to plan and coordinate ongoing training and professional development programs for Operations staff.
- Oversee regulatory reporting requirements for both U.S. and Taiwan jurisdictions, ensuring full compliance with applicable laws, regulations, and supervisory expectations.
- Serve as the primary liaison for internal and external auditors and regulatory examiners; coordinate examinations, inspections, management responses, remediation plans, and reporting to local management and Head Office.
- Lead and supervise the Operations Management Team (OMT) to design, implement, and maintain effective management mechanisms, including KPIs, SLAs, and quality assurance processes, with regular dashboard reporting to Head Office.
- Actively participate in branch management committees and contribute to policy development and strategic decision‑making.
Other
- Partner with cross‑functional stakeholders across branches to enhance operational efficiency and optimize end‑to‑end workflows.
- Facilitate effective communication and coordination between the Los Angeles Branch and Head Office on operations‑related projects and initiatives.
- Coordinate and maintain the branch’s business continuity and disaster recovery programs in accordance with approved policies and procedures.
- Perform other duties and responsibilities as assigned by Branch Management or Head Office from time to time.
QUALIFICATIONS:
- 5+ years of customer services experience in the branch banking industry or related environment, which include 3+ years of branch operations experience is preferable.
- Thorough knowledge of Branch Banking-related information technology.
- Thorough knowledge of banking regulations and procedures.
- Knowledge of financial reports, branch banking operations, branch efficiency and productivity, audit procedures, and Bank’s laws and regulations in operation areas.
- Basic PC skills and Microsoft Word and Excel competency.
- Bachelor’s degree in business or related field is required.
- Fluent in English and Chinese (mandarin preferred) is a major plus
