Job Location: This position is preferred to be located at 912 Wildwood, Jefferson City, MO; however other locations statewide may be considered. The selected candidate must be able to meet extensive travel requirements associated with the role if not based in Jefferson City.

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
- Oversee the daily operations of multiple bureaus and units within the Section of Home and Community Based Services (HCBS), providing guidance, project coordination, and operational support to ensure effective service delivery and timely decision making.
- Conduct comprehensive information gathering to support program objectives, operational needs, and strategic planning and feel empowered to bring new ideas forward as proposals.
- Oversee the review, revision, and development of policies and processes for the HCBS program and operations, ensuring clarity, accuracy, and alignment with state and federal requirements.
- Strengthen program outcomes by promoting the use of diverse perspectives, innovative approaches, and inquiry -based exploration of ideas including key stakeholder engagement.
- Empower staff to participate in structured problem-solving and process improvement, encouraging observation, adjustment, and refinement of workflows to enhance operational efficiency.
- Oversee and ensure compliance with multiple federal Medicaid waivers, maintaining adherence to regulatory standards and supporting consistent program integrity.
- Respond to legislative inquiries, audit requests and budget exercises in a timely and accurate manner, ensuring alignment with departmental priorities and statutory requirements.
Minimum Qualifications
- Bachelor's Degree with 3 years of relevant experience in Medicaid HCBS policies, programs, and administration.
- Excellent written and verbal communication skills
- Foster open-mindedness and collaborative problem-solving solutions.
- Ability to use interviewing techniques to deepen understanding of issues and identify potential solutions with both internal and external stakeholders
