Hanford Natural Resource Trustee Council (HNRTC) Senior NRDA Research Analyst (PR0037G)ProSidian Consulting is looking for a Hanford Natural Resource Trustee Council (HNRTC) Senior NRDA Research Analyst (Time and Materials) located in the Hanford Tri-Cities Area (Kennewick | Pasco | Richland) to support an engagement for the US Dept. of Energy (DOE) Hanford in Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area.The ProSidian Engagement Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford (which consists of Richland Operations Office (RL), and Office of River Protection (ORP)) in support of the Govt's operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington. ProSidian Consulting's work includes supporting DOE requirements for consulting support, acquisition support, program/project management support, operational/administrative business support, and environmental consulting support.It is also ProSidian's duty to protect all classified information, special nuclear material, and other DOE property and work in accordance with DOE security regulations and requirements to maintain responsibility for protecting all classified information and all classified matter (including documents, material and special nuclear material) which are in every Engagement Team Member's possession and in connection with the performance of work under this contract against sabotage, espionage, loss or theft.HNRTC Support Candidates shall work to support requirements as a Hanford Natural Resource Trustee Council (HNRTC) Senior NRDA Research Analyst and provide Senior NRDA Research Analyst Services to U.S.

Department of Energy (DOE) - Hanford Natural Resource Trustee Council (HNRTC)The HNRATC Senior NRDA Resarch Analyst shall assist the work scope of Director of NRDA Analysis including:Assist with Council and TWG activities.Attend Council and TWG meetings.Provide support and advice on review/interpretation of Hanford site environmental data.Assist the HNRTC in identifying and evaluating potential restoration projects and in evaluating debits and credits for injuries and restoration projects;Assist with reviews of NRDA cases and restoration projects at other large federal and non-federal sites.Assist with reviews and status updates of the Hanford NRDA.Provide reviews or literature and/or data for topics of concern.Assist in completion of the NRDA process. Examples of subject matter expertise includes: toxicology, ecotoxicology, hydrology, aquatic ecology, restoration diagnostics, data management, restoration biometrics, statistics, modeling (including the procedures for assessments specified in the CERCLA NRDA regulations 43 CFR 11.33 (15 CFR 990.27(b)(iii) and other models used to predict the fate and effects of contaminants, injuries to natural resources, recovery of natural resources and economic damages), shrub steppe restoration, environmental economics, NRDA, site investigation, risk assessment, injury assessment, restoration planning, implementation and monitoring;Map habitats and biota habitat use.Coordinate the creation of a high-level, NRDA-focused slide set that describes the overall contamination story and explicit injury hypotheses considered by Trustees.Support visualization of contaminant drivers at the Site.Assist with reviews and assessment of CERCLA NRDA integration at Hanford.QualificationsThe Hanford Natural Resource Trustee Council (HNRTC) Senior NRDA Research Analyst shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria.HNRATC Senior NRDA Research Analyst personnel shall possess the following minimum qualifications:A master's degree in a relevant field.7 years of relevant experience.Experience developing and resolving NRDA claims at large, complex sites and working with Federal/State/Tribal Trustees.The work under this task requires a knowledge of:The Comprehensive Environmental Response, CERCLA.The National Contingency Plan regulations (40 CFR 300).The U.S.

Department of Interior NRDA regulations (43 CFR Part 11).Experience conducting and leading injury assessments, developing and resolving NRDA claims.Proficiency in analyzing and evaluating soil, sediment, surface water and biological data to determine potential injuries due to hazardous substance releases.Experience with statistical analyses relating to NRDA injuries, damages, and ecological service losses.Experience in wildlife, biology and environmental spatial analysis.Experience with utilizing Resource Equivalency Analyses and Habitat Equivalency Analyses at complex NRDA sites.Experience developing service loss response curves for hazardous constituents.Experience with injury determination reports for aquatic, riparian, and terrestrial resources.Experience in preparation of crediting estimates for proposed restoration activities.TRAVEL: Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.LOCATION: Work shall be conducted at the Department of Energy - Richland Operations Office, The Hanford Site, and Richland, WA.
