The Bureau of Asset Management is responsible for oversight of the investment portfolios of the five New York City pension systems. Through a culture of collaboration, individual development, and teamwork that leverages diverse talent and strives for continuous improvement, the goal of the Bureau of Asset Management is to achieve exceptional investment outcomes for all stakeholders; to deliver outstanding support to plan Trustees; and to serve as a responsible steward of the resources of plan beneficiaries and the City of New York.

The Group Head of the Public Markets Middle Office Support will report to Director of Public Markets Middle and Back Office Support within Investment Operations Support (IOS). The Public Markets Middle Office group manages the functions to support the investment team with public markets investments throughout the life‑cycle of the investment.

Responsibilities

  • Oversee and perform all functions within the Public Markets Middle Office group and manage a small group of operations professionals, assigns and monitors tasks, provides training and evaluates performance.
  • Lead meetings and discussions representing Public Markets Middle Office group.
  • Manage the process of transferring funds and assets to and from Investment Managers for initial funding, transition and rebalance events and terminations.
  • Manage the onboarding of investment managers including account and market opening and all internal and external documentation requirements.
  • Ensure the accuracy of all public investment attributes in the account database.
  • Manage the wind‑down of accounts from manager terminations and prepare accounts for closure.
  • Assist the Director of Public Markets Middle Office & Back Office Support to design policies, procedures and practices used in the operational oversight of third‑party service providers to the NYCRS investment portfolio.
  • Ensure that third‑party service providers are performing as defined by engagement contracts and continually evaluate the performance criteria to ensure they support BAM and are current with industry offerings.
  • Perform operational due diligence for potential public market investment managers.
  • Create and maintain written process documentation for the group.
  • Continuously evaluate processes to determine process improvement related to Public Markets Middle Office functions.
  • Perform other related duties and functions as may be required.

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in accounting, business administration, economics, finance, law, mathematics, and/or statistics and one year of satisfactory full‑time experience in investment activities of a governmental agency, financial institution, or brokerage firm; or
  • A baccalaureate degree from an accredited college or university and two years of satisfactory full‑time experience in investment activities of a governmental agency, financial institution or brokerage firm.

Special Note – Assignment Level II

To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one additional year of full‑time experience in investment activities of a governmental agency, financial institution or brokerage firm.

Special Note – Assignment Level III

To be eligible for placement in Assignment Level III individuals must have, in addition to meeting the minimum requirements, at least two additional years of full‑time experience in investment activities of a governmental agency, financial institution or brokerage firm.

Preferred Skills

  • Supervisory experience managing a team of operations or accounting professionals.
  • Familiarity with MyStateStreet and other asset management tools is preferred.
  • Superior project management skills and demonstrated ability to multitask across various functional areas is ideal.
  • Strong communication skills including excellent Microsoft Office (Excel, PowerPoint) computer skills at the user level.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
