Government Capture Manager

Role Description The Government Capture Manager is a full-time, hybrid role based in Gaithersburg, MD, with flexibility for partial work from home. This role is responsible for identifying, qualifying, and managing government business opportunities across federal, state, and local agencies. Day-to-day activities include monitoring procurement portals, conducting market and competitive analyses, shaping capture strategies, and building relationships with key government stakeholders and teaming partners. The Government Capture Manager leads bid and proposal efforts, partners with technical and pricing teams, and ensures compliant, compelling responses to Requests for Information (RFIs), Requests for Proposals (RFPs), and other solicitations. The role also involves maintaining a robust opportunity pipeline, tracking performance metrics, and collaborating with leadership to align capture plans with RiteNet’s strategic objectives in IT, security, and telecommunications.

Qualifications

• Experience with government capture management, including opportunity identification, qualification, and pursuit within federal, state, or local markets.
• Proficiency in proposal development and management, including coordinating input from technical, pricing, and contracts teams to produce compliant and persuasive submissions.
• Strong skills in market research, competitive analysis, and strategic planning to support effective capture strategies and bid/no-bid decisions.
• Ability to build and maintain relationships with government customers, prime contractors, subcontractors, and other strategic partners.
• Knowledge of government procurement processes, regulations, and contract vehicles (e.g., IDIQs, GWACs, BPAs) relevant to IT and telecommunications services.
• Excellent written and verbal communication skills, with the ability to develop clear win themes, executive summaries, and customer-focused messaging.
• Background in IT, telecommunications, or related technical domains, with the ability to understand and articulate complex solutions in security, LAN/WAN, network services, or enterprise management.
• Strong organizational and time-management abilities, including managing multiple deadlines, coordinating cross-functional teams, and maintaining accurate pipeline records.
