Finance Manager

he City of Gladstone is seeking an experienced Finance Manager to join our leadership team and oversee the City's financial and accounting operations.

Reporting to the City Administrator, the Finance Manager is responsible for managing the City's financial systems, budgeting, accounting, financial reporting, treasury functions, utility billing, purchasing, and audit processes. The position also provides financial guidance to City leadership, department directors, staff, and elected officials.

The Finance Manager supervises three staff members and plays a key role in ensuring the City's financial operations are accurate, compliant, transparent, and fiscally responsible.

Ideal Candidate

The ideal candidate will have strong accounting and financial management experience, preferably in a municipal or public agency setting. The successful candidate will be:

• Experienced in governmental accounting, budgeting, and financial reporting
• Knowledgeable about Oregon municipal finance requirements and budgeting laws
• Able to analyze financial information and make sound recommendations
• Comfortable presenting financial information to City Council, committees, and City leadership
• Experienced in supervising and developing staff
• A strong communicator who builds positive working relationships
• Proactive, organized, and able to manage multiple priorities
• Committed to maintaining strong internal controls and responsible stewardship of public funds

Minimum Qualifications

• Bachelor's degree from an accredited college or university in Accounting, Finance, Business, Public Administration, or a related field with coursework in governmental financial management
• Eight years (8) of progressively responsible municipal accounting or finance experience, including at least two (2) years of supervisory experience
• Equivalent combinations of education and experience may be considered
• Valid driver's license with a good driving record
• Ability to successfully complete a background check and obtain required City security clearance
