The City of Roxboro (8,200) currently has an opening for a Finance Director . Roxboro is situated in Person County, which is located near the Virginia border and just a short drive from Raleigh, Durham, Oxford, Greensboro, and Danville.

An employee in this class plans and directs the disbursement and accounting of revenues and expenditures for the City. Work involves supervision of the budget, accounting, customer services, collections, and billing operations. In addition, the employee attends meetings of the City Council to present required financial reports and information and is responsible for the financial risk management functions for the City. The employee must exercise considerable independent judgment and initiative in planning and directing the fiscal control system and negotiation skills. Work is performed in accordance with established municipal finance procedures, local ordinances, and North Carolina General Statutes governing the responsibilities of local government financial operations. Work is performed under supervision of the City Manager and is evaluated through conferences, reports, and by an annual independent audit of financial records.

Essential Duties and Tasks:

  • Plans, organizes, and directs the operations of the Finance Department including disbursement and accounting of municipal funds, billing, computer operations, utility customer service and utility billing and collections, and preparation of monthly, quarterly, and annual reports; supervises staff assigned to these functions.
  • Prepares annual operating and capital improvement budgets under the direction of the City Manager; works with the City Manager in developing and implementing financial policies.
  • Manages receipt and investment of City revenues.
  • Prepares the City’s Audit report and requests for Financial/Cost Proposals; reports to the Local Government Commission; prepares proposals to banks to borrow money and for insurance coverage; prepares and inputs journal entries.
  • Handles negotiation of banking, insurance and debt agreements.
  • Reviews and monitors ongoing administration of budget; monitors revenues and expenditures.
  • Provides guidance and assists department heads in the preparation of their budget; reviews budget system and financial conditions and develops methods of improvement.
  • Supervises and participates in the maintenance of a general accounting system for the City.
  • Submits to the City Council and City Manager periodic statements of the financial condition of the City; prepares budget amendments.
  • Oversees the financial administration of Federal and State grants and loans.
  • Serves as financial risk management officer for the City.
  • Handles investments for the City; researches financial data and shifts funds to ensure the City maintains a high rating.
  • Manages and disposes of City surplus equipment in accordance with State rule and requirements.
  • Performs other duties as assigned

Knowledge, Skills and Abilities

  • Thorough knowledge of North Carolina General Statutes and of local ordinances governing municipal financial practices and procedures.
  • Thorough knowledge of the principles and practices of public finance administration, including principles and practices of municipal accounting.
  • Thorough knowledge of the City's utility customer policies and procedures.
  • Ability to evaluate complex financial systems and formulate and install accounting methods, procedures, forms, and records.
  • Ability to plan, organize, direct, and evaluate the work of employees in the specialized field of accounting.
  • Ability to design and prepare analytical or interpretative financial statements.
  • Ability to establish and maintain effective working relationships with the public, departmental heads, governmental officials, and City employees.
  • Ability to conduct long range fiscal planning.
  • Accuracy and thoroughness in the analysis and preparation of financial records and reports.
  • Ability to communicate effectively in oral and written forms.

Physical Requirements

  • Must be able to physically perform the life support functions of fingering, talking, hearing and repetitive motions.
  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
  • Must possess the visual acuity to prepare and analyze data and statistics, operate a computer terminal, perform accounting duties, and do extensive reading.

Requirements

  • Graduation from a four-year college or university with a degree in accounting or business
  • Considerable experience in public finance administration
  • Supervisory experience
  • Or an equivalent combination of education and experience
  • Certified local government finance officer or CPA preferred
