Seeking a highly qualified and experienced Finance Director to oversee and manage all financial operations of the municipality. This executive-level position is responsible for strategic financial planning, budgeting, accounting, treasury management, financial reporting, internal controls, debt management, and compliance with applicable laws and regulations. The Finance Director serves as a key advisor to the Town Manager, Mayor, and Town Council on financial matters and helps ensure the long-term fiscal sustainability of the Town.

Essential Duties and Responsibilities

  • Direct and oversee all financial activities of the Town, including accounting, budgeting, payroll, accounts payable, accounts receivable, purchasing, and cash management.
  • Develop, prepare, and administer the Town's annual operating and capital budgets.
  • Prepare financial forecasts and long-range financial plans.
  • Monitor revenues and expenditures to ensure fiscal accountability and budget compliance.
  • Prepare and present monthly, quarterly, and annual financial reports to the Town Manager and Town Council.
  • Coordinate the annual independent audit and assist with implementation of audit recommendations.
  • Ensure compliance with federal, state, and local financial reporting requirements.
  • Maintain effective internal controls and financial management systems.
  • Manage investments, debt issuance, and debt repayment activities.
  • Oversee grant accounting, including compliance with grant requirements and reporting.
  • Supervise and develop finance department staff.
  • Collaborate with department directors on budget preparation and financial management.
  • Evaluate and recommend financial policies, procedures, and best practices.
  • Attend Town Council meetings and provide financial presentations as needed.

Knowledge, Skills, and Abilities

  • Thorough knowledge of governmental accounting principles and practices.
  • Knowledge of GAAP, GASB standards, and municipal finance regulations.
  • Strong budgeting, forecasting, and financial analysis skills.
  • Ability to interpret complex financial data and effectively communicate findings.
  • Strong leadership, supervisory, and organizational abilities.
  • Excellent written and verbal communication skills.
  • Proficiency with governmental financial management software and Microsoft Office applications.
  • Ability to establish and maintain effective working relationships with elected officials, staff, auditors, and the public.

Minimum Qualifications

  • Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or a closely related field.
  • Five to seven years of progressively responsible governmental finance experience, including supervisory experience.
  • Valid driver's license.

Preferred Qualifications

  • Master's degree in Public Administration, Finance, Accounting, Public Administration or related field.
  • Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), or equivalent professional certification.
  • Experience in municipal or local government finance management.
  • Experience overseeing annual audits and capital improvement planning.

Additional Experience

  • Experience with governmental accounting, budgeting, auditing, financial reporting, debt administration, and capital financing.
  • Experience working with the North Carolina Local Government Commission.
  • Experience advising a Town/City Manager or governing board on financial matters.
  • North Carolina Local Government Finance Officer Certification, CPA, CGFM, CPFO, or other relevant governmental finance credentials.

Special Requirements

  • Must meet applicable statutory requirements for an individual designated to perform the duties of Finance Officer for a North Carolina local government.
  • Completion of designated North Carolina local government finance training or certification may be required following appointment.
  • Valid North Carolina driver’s license or ability to obtain one within a reasonable period following appointment.
