Oversees professional and technical personnel engaged in reviewing and processing Plans, Specifications & Estimates (PS&E) for roadway projects to ensure scheduled lettings, coordinating and processing addenda, developing and interpreting policies and procedures, tracking status of projects for letting, and supporting related reporting needs. Work requires contact with Administration, district management, government officials, and private entities. Reports to the Design Division Director. Employees at this level are virtually self-supervising and assume direct accountability for the work.
- Directs the review and processing of P.S. & E. submissions to ensure projects adequate and timely compliance with applicable laws, policies, and procedures; and coordinates directly with FHWA as needed.
- Directs the review and processing of Construction Management Plans for projects that have outstanding ROW, utility, or Railroad coordination at the time of letting.
- Develops, publishes, and delivers technical training and guidance to project personnel statewide.
- Directs the preparation of special reports/analysis for the Legislature, Commission and/or Administration.
- Makes presentations and represents TxDOT.
- Leads routine multi-division meetings to ensure project readiness for scheduled lettings.
- Manages design engineering support for Administration, districts, divisions, and others on project development, and processing through letting.
- Uses project management principles in initiating, planning, executing, monitoring, controlling, and closing assignments.
- Supervises a group of professional and technical employees.
- Directs the preparation of design and/or project development reports and public inquiry responses.
- Performs other job responsibilities as assigned.
Minimum Qualifications
Education
Bachelor's Degree in an Engineering related discipline.
- 4 years experience as a Licensed Professional Engineer (LPE).
- Experience can be satisfied by full time or prorated part time equivalent.
- Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications
- Valid driver’s license. This position requires driving a state vehicle.
- Texas License Professional Engineer*
- Safety Impact Certificate
*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
Extensive knowledge of:
- Transportation engineering terminology and fundamentals
- Construction engineering policies and procedures
- Applicable engineering workstations and applications to support efficient planning and design activities
- Design and plan preparation methods and requirements
- Developing, implementing and monitoring budgets and resources
- Applicable laws, rules, and regulations
- Supervising technical staff
- Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines
- Applying engineering principles, practices and methods in job responsibilities
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Monitoring the status and progress of projects
- Analyzing and organizing business and technical data
- Developing and giving presentations
Other Attributes:
Delegates both routine and important tasks and decisions; shares authority but has ultimate accountability
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
- Please note that the Department of Transportation's Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize “medical marijuana” under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
