Are you a federal construction pursuit or capture professional who’s tired of running plays inside someone else’s playbook, and ready to build the practice instead of maintaining it?
Do you want to be the person who stands up a federal program from scratch, owning the agency relationships, the pursuit strategy, and the pipeline, with the COO and Preconstruction Director beside you and a firm that’s put its name behind it?
This seat has never existed at Hawkins. You’d be the first person in it.
Hawkins has done federal work before, but never with someone steering it full time. That’s the role. You’ll take a self perform heavy civil contractor with real strengths in paving, concrete, foundations, and utilities, and build the federal side into a true practice. Deciding which opportunities are worth chasing. Getting in the room before the solicitation drops. Owning pursuits end to end. Decisions don’t get stuck in layers here. When you speak, the business listens. You’ll work live, fundable opportunities from day one while you build the pipeline behind them, and the role grows as the practice does.
What You’ll Own
- Reading the federal landscape against Hawkins’ self perform strengths and calling which pursuits we chase first
- Building relationships with contracting officers, program managers, and primes that get Hawkins in early (USACE, NAVFAC, and similar)
- Running pursuits from identification through submission: technical narrative, past performance, pricing strategy, FAR/DFARS compliance
- Building the internal engine: go or no go frameworks, a past performance library, and CMMC/CUI readiness
- Jumping onto non federal alternative delivery work (design build, CMGC) during quieter federal stretches
What You’ll Bring
- 5+ years in heavy civil or infrastructure background especially working on federal construction pursuit, capture, or program
- Engineering candidates from adjacent seats (procurement, project development, technical office roles) are a strong fit too
- Live relationships somewhere in the federal infrastructure procurement world that open doors early
- Working familiarity with FAR/DFARS, IDIQ structures, and federal proposal compliance. Desirable, not essential. We’ll get you fully fluent if you’re not there yet
- Bachelor’s in Construction Management, Engineering, or related. Preferred, not essential
- A builder’s instinct: someone who wants to shape something from the ground up, thrives on autonomy, and would rather solve a client’s problem than wait to be told the answer
Compensation & Benefits
- Competitive Salary. This is a role Hawkins is building its federal future around, and the package reflects that
- Performance based bonuses
- Profit Sharing Plan
- Medical and Dental
- Life Insurance, AD&D, and Long Term Disability
- FSA (Dependent Care)
- Paid Time Off and Paid Holidays
- Employee Assistance Program + Employee Discount Program
