This position will report directly to the Deputy AthleticsDirector/Senior Woman Administrator (Deputy AD/SWA); must also work closely with all others involved with carrying out the philosophy and objectives of the intercollegiate athletic program.

What You'll Do

• Serve in a senior leadership capacity for the Department ofIntercollegiate Athletics. Create and implement operationalpolicies and procedures, practices, and standards in consultationwith the Deputy AD/SWA that ensure optimal efficiency within thedepartment.
• This position may have the potential for sport oversite. Dutieswould include oversight in the operation and conduct of the sportor unit. Monitor work schedules, times sheets, leave requests andovertime; responsible for hiring, training and evaluations.Communicate with the head coach on a continual basis regardingprogram development, budget, rules and scheduling issues. Adviseand assist the Director of Athletics on matters of personnel withinprogram. Attend select home and away competitions to observe thecoaches and student-athletes to ensure compliance with variousregulations. Assist in game management duties to ensure quality,safety and enjoyment of university athletic events. Function as thehome game administrator.
• Administer the operation and conduct of the AthleticsCompliance unit and rules compliance program, assuring that theDepartment of Intercollegiate Athletics complies with allapplicable rules and regulations of the NCAA, College SportsCommission (CSC), Big 12, and West Virginia University.
• Direct the athletics compliance staff in the establishment ofcompliance strategies and design of monitoring systems to assurecompliance with NCAA rules, regulations, guidelines and policies.Supervise assigned personnel within the unit. Delegate andprioritize administrative and other responsibilities; monitor workschedules, times sheets, leave requests and overtime; responsiblefor hiring, training and evaluations.
• Serve as the Department lead on student-athlete name, image, and likeness (NIL) and revenue sharing matters. This includeseducating and monitoring student-athletes, coaches, staff andconstituents in applicable processes, rules, and regulations. Serveas the primary liaison to monitoring systems contracted by theDepartment. Coordinate with Gold and Blue Enterprises, and the WVUTrademark and Licensing office to ensure student-athlete compliancewith WVU, CSC, NCAA and (if applicable) State of West Virginiarules and regulations.
• Provide oversight of the implementation and maintenance ofsystems for communication, organization, documentation andevaluation to establish accountability in all areas of complianceoversight. Provide oversight of procedures/processes and improvingmethods to assure institution or institutional representatives(coaches and staff) understand and follow NCAA regulations.
• Oversee implementation and monitor computerized compliancesystem. Direct the compliance staff in the establishment ofcompliance strategies and design of monitoring systems to assurecompliance with NCAA rules, regulations, guidelines and policies.Monitoring systems include, but are not limited to, CARA (CountableAthletically Related Activities), complimentary admissions forstudent-athletes and coaching staff members, sideline passes,recruiting activity, student-athlete employment, andcamps/clinics.
• Direct investigation and reporting of all NCAA rules violationswith the Big 12 Conference and/or NCAA. Requires in-depth knowledgeof rules to process possible NCAA rules infractions and to writeinvestigation findings, which includes the date and location of theviolation, the identities of the student-athletes and coachingstaff members, the means by which the institution became aware ofthe information, the reason the violation occurred, a list ofcorrective or punitive actions taken by the institution and theinstitution's position.
• Serve as advisor to senior leadership for the Department ofIntercollegiate Athletics with oversight of NCAA and Conferencegovernance issues. Direct the review and determination ofinstitutional position for potential changes or additions to NCAAor Conference legislation. Duties include interaction and reviewwith the Faculty Athletics Representative, Office of the President,Office of Legal Affairs, Athletic Council, Head Coaches andappropriate athletic staff.
• Develop procedures, systems and auditing practices to ensurerules compliance. Coordinates self-studies of compliance within theathletic department.
• Administer the development and delivery of NCAA ruleseducational programs, seminars, workshops, and meetings, and othermeans of compliance updates for coaches, administrative staff,student-athletes and selected WVU personnel to ensure all involvedare informed in a timely fashion regarding new rules, rule changes,interpretation of rules, etc. Duties include rules educationprograms, monthly newsletter, daily emails and game programfeatures. Provide oversight of gambling education program.
• Identify responsibilities of athletics staff for implementingand supervising compliance systems. Develop and performresponsibilities related to the athletic compliance operationsdocumented by a general responsibility matrix.
• Compile and facilitate NCAA and conference waivers andappeals.
• Communicate with departmental and university personnelregarding compliance issues; implements extensive rules educationprogram that includes the development and delivery of NCAA ruleseducational programs, seminars, workshops, and meetings, and othermeans of compliance updates for coaches, administrative staff, andselected WVU personnel to ensure all involved are informed in atimely fashion regarding new rules, rule changes, interpretation ofrules, etc.
• Advise and assist the Vice President/Director of Athletics andPresident's Office on matters relating to rules compliance andlegislation.
• Research rule interpretations for athletic department staffmembers, including researching questions regarding NCAA rulespresented by coaching staff, athletic administrators, and personnelfrom other departments.
• Serve on various departmental committees as requested.Participate in various campus committees and state and regionalprofessional organizations.
• Actively participate in game day duties for football and otherathletic events. Attend select competitions and practices toobserve the coaches, student-athletes, and game personnel to ensurecompliance with various regulations.
• Provide oversight of the High-Profile Student-AthleteEducational and Monitoring Program. Assist in identifyingstudent-athletes and implementing additional education andmonitoring efforts including oversight of the Agent Policy.
• Administer rules education materials to all individualsidentified as representatives of athletics interests (boosters).Duties include ensuring that all identified individuals arereceiving or are being referred to NCAA legislation annually.
• Maintain professional growth and development through seminars,workshops, and professional affiliations; keep abreast of currentinformation and changes in NCAA legislation.
• Perform other job-related duties as assigned by the VicePresident/Director of Athletics or designee.
• Maintain knowledge of and comply with all rules, regulations,policies, and guidelines of West Virginia University, the Big 12Conference, CSC, and the NCAA; must adhere to NCAA Bylaw 11.1Conduct of Athletic Personnel. Failure to adhere to these policieswill result in appropriate disciplinary action including possiblesuspension and termination.
• Represent the University on the highest professional level withdignity, integrity, and strength of character and will exhibitethical behavior; must respect the rights and dignity ofindividuals with sensitivity to problems that may arise from racialand ethnical differences.
• Demonstrate a cooperative attitude towards all sports withinthe intercollegiate athletic program.

Qualifications :

• Master's degree required, preferably in business, publicadministration, sports administration, or related field
• A minimum of six (6) years of experience in NCAA rulescompliance at the Division I level is required.
• Any equivalent combination of related education and/orexperience will be considered.
• All qualifications must be met by the time of employment.
