Job Description

STC is a science, sensors, and systems company founded in 1979. We continually expand our Earth and Space Sciences support capabilities to NASA, NOAA, DoD, and other Federal and State agencies. Our staff support many of the operational missions that monitor the heartbeat of our planet through a growing number of Earth Observing System of Systems platforms and direct field research. STC is seeking a highly skilled Executive Operations & Action Specialist to support NOAA's Weather Program Office (WPO) within the Office of Oceanic and Atmospheric Research (OAR). The WPO, located in Silver Spring, MD, serves as a program management office that funds, coordinates, and transitions applied weather research across NOAA line offices, academia, and the broader weather enterprise. This contract position provides high-level strategic, analytical, and operational support directly to the WPO Director and Deputy Director. The successful candidate will coordinate Front Office workflow tempo, triage incoming high-level taskers, synthesize complex scientific and policy information into decision-ready briefing materials, and enforce accountability across WPO divisions for executive action items. This role requires exceptional organizational skills, mature judgment, and the ability to thrive in a dynamic, fast-paced environment supporting senior federal leadership.

RESPONSIBILITIES

Specific duties will include:

  • Research, gather, and synthesize scientific, policy, and programmatic data from WPO divisions (Earth System Research & Modeling, Observations & Research Support, and Management & Administration) to compile executive briefing packages, talking points, and background materials.
  • Attend executive-level leadership meetings with OAR, NOAA, NWS, and external stakeholders. Capture strategic decisions, synthesize meeting outcomes, and drive accountability across WPO program managers and external stakeholders to ensure timely closure of action items.
  • Serve as the primary Front Office point-of-contact for incoming requests for information and taskers. Prioritize deadlines, coordinate technical inputs from division leads, and write/proofread draft materials for Front Office review and approval.
  • Provide analytical support for office initiatives and strategic planning efforts.
  • Manage the calendar for the Director and Deputy Director, ensuring leadership availability is aligned with mission needs and organizational priorities.
  • Lead high-level planning, agenda development, and stakeholder alignment for meetings such as WPO staff retreats, all-hands meetings, and external partner workshops.
  • Serve as the Front Office operational liaison with the WPO Divisions. Serve as the point-of-contact for external offices and organizations seeking WPO engagement.
  • Establish standards for administrative workflows within the WPO Front Office, track priority items, and keep the Director and Deputy Director apprised of the status of key portfolio items.

Job Requirements

  • Master's degree (MS or Ph.D.) in a relevant scientific, engineering, or other technical field.
  • 10+ years of professional experience providing senior-level analytical, operational, or program management support within a complex technical, scientific, or public sector organization.
  • Demonstrated ability to rapidly digest, analyze, and translate complex weather research portfolio metrics, atmospheric science concepts, and interagency policy data into executive briefings, talking points, and background materials.
  • Proven track record of managing enterprise tasker tracking systems, capturing executive meeting outcomes, and driving cross-divisional accountability across multidisciplinary technical teams.
  • Advanced hands-on expertise with Smartsheet or equivalent enterprise platforms, including dashboard design, automated tracking workflows, and executive status reporting.
  • Experience providing executive-level administrative support, including calendar management, meeting coordination, and high-level correspondence.
  • Demonstrated ability to exercise professional judgment, resolve complex operational challenges, and maintain high-level productivity within dynamic or ambiguous organizational environments.
  • U.S. Citizen or Permanent Resident/Green Card holder.

Desired Experience:

Deep working knowledge of NOAA Line Office structures (specifically OAR and NWS), Weather Act statutory mandates, federal budget/congressional data call protocols, executive staff retreat facilitation, and experience with business intelligence or data visualization platforms for presenting executive-level portfolio insights.
