Position Summary

The Horsham Water and Sewer Authority (Authority) is seeking a highly motivated and visionary leader for the full‑time position of Executive Director. The Executive Director serves as the chief executive officer, reporting directly to a seven-member Board of Directors and will develop and implement policies approved by the authority board.

Responsibilities

• Personnel management, including recruitment, training, and performance evaluation.
• Infrastructure management for water and sewer facilities.
• Municipal finance, overseeing budgeting and financial reporting.
• Regulatory compliance with Pennsylvania statutes, environmental regulations, and public accountability standards.
• Stakeholder relations and community engagement, including emergency response and public meetings.

Requirements

• Bachelor’s degree in Public Administration, Business Management, Engineering or a closely related field.
• At least seven years of progressively responsible leadership experience in wastewater/water utility management, municipal authority management, or local government administration.
• Mission driven and highly focused.
• Availability to respond to emergencies and attend public meetings or community events outside of normal business hours.
• Proficiency with Microsoft Office Suite.

Preferred Qualifications

• Master’s Degree in a relevant field.
• Pennsylvania DEP Water and/or Wastewater Operator Certification.
