Wet Utilities Estimator
Job Summary:
We are seeking an experienced and detail-driven Wet Utilities Estimator to develop accurate cost proposals and bids for underground utility projects involving water, sewer, and storm drain systems. Based in Rancho Cucamonga, this role supports pre-construction planning and plays a critical part in winning competitive public and private sector infrastructure projects across Southern California.
Key Responsibilities:

Review civil plans, specifications, and project documents to define scope and estimate costs for wet utility projects.

Perform detailed quantity take-offs for excavation, pipe installation, manholes, connections, and related items.

Develop cost estimates including labor, materials, equipment, subcontractors, and general conditions.

Interpret agency and municipal standards (e.g., City of Los Angeles, County of San Bernardino, Caltrans) related to underground utility work.

Solicit pricing from vendors and subcontractors; evaluate proposals for completeness and competitiveness.

Prepare and submit timely bid packages and RFP responses.

Coordinate with project managers and field personnel to ensure estimates align with constructability and schedule goals.

Attend pre-bid meetings and conduct site visits to assess conditions and logistical considerations.

Maintain historical cost data and update unit pricing as market conditions change.

Assist with budgeting, value engineering, and change order pricing on awarded projects.
Qualifications:

High school diploma or GED required; degree in civil engineering, construction management, or related field preferred.

5+ years of estimating experience in wet utilities, underground infrastructure, or heavy civil construction.

In-depth knowledge of installation methods for water mains, sewer lines, and storm drainage systems.

Strong ability to interpret civil drawings, profiles, and municipal specifications.

Proficient with estimating tools such as Bluebeam, Excel, Agtek, or HCSS (preferred).

Understanding of prevailing wage requirements, union labor rates, and public works bidding procedures in California.

Excellent attention to detail, time management, and communication skills.

Valid California Driver’s License; ability to travel to project sites when necessary.
