Project ManagerHighlight is seeking a Project Manager to join our new team supporting a federal customer. This person will oversee an Agile development team within the Enterprise Program Management Office and be responsible for contract deliverables, stakeholder management, and the technology lifecycle.ResponsibilitiesLead overall program management activities across scope, schedule, cost, risk, quality, and configuration management disciplinesManage execution of all contract requirements and deliverables, including Project Management Plan (PMP), schedules, reports, and transition activitiesDevelop, maintain, and update the PMP, including all required subsidiary plans (scope, schedule, communications, cost, quality, configuration, and risk management)Oversee development and maintenance of project schedules, ensuring alignment with milestones, dependencies, and deliverablesLead delivery of required reporting, including monthly progress reports, weekly status reports, dashboards, and executive briefingsSupervise and coordinate development and operations teams supporting HUB and FMS activitiesEstablish and implement governance policies, procedures, and operating frameworks for HUB program executionServe as Product Coordinator, managing stakeholder requirements, backlog prioritization, and coordination with development teamsCoordinate closely with program stakeholders to ensure alignment between HUB capabilities and portfolio management objectivesOversee development, operation, and maintenance of the HUB application and associated systemsSupport development of portfolio-level Integrated Master Schedule artifacts, dashboards, and performance reporting toolsEnsure compliance with federal program management standards, policies, and contract requirementsLead stakeholder engagement, including coordination with government leadership and cross-functional teamsSupport transition, onboarding, and closeout activities, including development of required plans and briefing materialsDrive continuous process improvement across program management, system operations, and reporting practicesQualificationsBachelor's degree in Business Management, Computer Science, or a related fieldPMP certification from the Project Management Institute (PMI)Scrum Master certificationScrum Product Owner certification with demonstrated application experience (minimum 4 years preferred)10+ years of program or project management experienceAt least 5 years supporting an EPMO within a federal research or IT environmentMinimum of 5 years managing EPMO activities in a federal environmentExperience supporting the technology lifecycle of research or IT programsProven experience managing development and operations teams supporting enterprise applicationsStrong knowledge of project management principles, methodologies, and best practicesDemonstrated experience managing scope, schedule, cost, risk, quality, and performance across complex programsExperience coordinating with Agile development teams and supporting backlog prioritizationProven ability to interpret policies and procedures and apply them to program executionStrong leadership, communication, and problem-solving skillsAbility to manage competing priorities in a fast-paced, dynamic environmentFor over ten years, Highlight has provided Development and Modernization, Secure IT, and Mission Solution services to our federal government customers.
