Job Description

The Enterprise Data Governance Consultant will support the State of Tennessee's Center for Enterprise Data & Analytics in establishing and advancing enterprise data governance capabilities across state agencies. The consultant will work with business, technology, data, privacy, security, and executive stakeholders to establish governance frameworks, improve data quality and stewardship, support responsible AI practices, and enable secure and compliant data sharing.


Key Responsibilities

Develop enterprise data governance strategies, charters, roadmaps, and operating models.

Define data ownership, stewardship, accountability, and RACI models.

Develop business glossaries, data dictionaries, data inventories, stewardship plans, and governance metrics.

Assess data governance maturity and identify improvement opportunities.

Facilitate governance committees, workshops, working groups, and stakeholder meetings.

Develop training materials, communications, and change-management strategies.

Support data quality, metadata management, data catalogs, classification, and lifecycle management.

Support responsible AI and AI governance initiatives, including risk documentation and governance controls.

Assist with privacy, compliance, audit readiness, and secure data-sharing requirements.

Communicate governance concepts and recommendations to both technical and executive audiences.


Required Qualifications

Strong hands-on experience in enterprise data governance or data management.

Experience with data stewardship, data ownership, data quality, metadata, data catalogs, business glossaries, and data dictionaries.

Experience developing governance frameworks, RACI models, charters, roadmaps, and maturity assessments.

Strong stakeholder facilitation and cross-functional communication skills.

Experience with change management, training, and organizational adoption.

Strong executive-level communication and presentation skills.

Understanding of responsible AI, AI governance, data classification, privacy, and risk management.


Preferred Qualifications

State/local government or regulated-industry experience.

Knowledge of DAMA-DMBOK.

Familiarity with NIST AI Risk Management Framework (AI RMF).

Certifications such as CDMP, Prosci, PMP, CISA, or CIPM.
