Data Architect And Data ModelerWe have an immediate opening at the Department of Employee Trust Funds (ETF) for a Data Architect and Data Modeler. ETF is a state agency that is recognized as a leader in providing public employee benefit systems. This position is responsible for providing leadership in data architecture and modeling for a multi-year, multi-phase modernization effort and other critical agency needs.

The modernization effort includes a “best of breed” implementation with different vendor solutions including enterprise content management (ECM), health insurance, pension, and other benefits systems. The data architecture system components include database management systems (both internal and external), master data management, and a data lake platform. This position will also contribute toward data governance and data quality improvements.Key Job ResponsibilitiesDefine ETF's data architecture, including how data flows between systems, how it is used by different areas of the agency, and challengesWork with key business partners, technical staff, and vendors to understand what data will be collected by new systems and provide recommendations on how the data will flow through systems with consideration for a phased implementation and ETF’s desired future stateEvaluate and recommend the appropriate database technologies, tools, and platforms to optimize data storage, retrieval, and managementProvide leadership for data integration and migration strategies to ensure smooth transitions between systems and platformsContribute to data governance policies and procedures to ensure data accuracy, security, and compliance with relevant regulationsAnalyze business requirements and convert into technical data requirementsProvide leadership to advance data management and analytics maturityPerform data analysis to inform data architecture, modeling, and requirementsCollaborate with agency staff to define standards, policies, and procedures to improve the management of information and data throughout its lifecycle with an emphasis on improvements to data qualityDevelop and maintain documentation on data architecture, data flows, and data models to ensure clarity and consistencyProvide direction and mentoring to analysts and technical staff on requirements gathering and implementation relevant to data architecture and modelingArticulate the trade-offs, benefits and risks of all architecture and design solutionsDevelop regular progress reports for management to communicate status on data architecture and modeling effortsContribute to an overall agency data strategyKnowledge, Skills, Abilities, & ExperienceExperience with complex technology systems implementations which include data solutions using APIs and integrating data access layers across systemsAbility to shape and execute data strategy across the organization with a focus on quality and urgencyExperience in systems development life cycle, IT project management approaches, and requirements, design, and test techniquesDirect and proven working experience with data management concepts and activities including an understanding of industry best practices for data sourcing, master data management, data governance, data quality, data warehousing, and metadata managementUnderstanding of data, database architecture principles, and database management systemsExperience with data issue identification, analysis, and remediationCapable of translating business needs into technical specificationsExperience with data modeling and database design from conceptualization to optimizationStrong understanding of data modeling tools and standards, ETL tools, data integration tools, advanced SQL, and data governance toolsExperience with assisting the development of mature data governance capabilities, including standardized data vocabularies and related capabilities (business glossaries, data dictionaries, etc.)
