Embedded Strategy Lead for a 5-Year Plan

Federation of American Scientists (FAS) invites proposals for a lead strategy consultant or firm to guide a five-year FY28 strategic plan. The engagement runs Oct 2026 through Board approval in Jun 2027, with a not-to-exceed budget of $100,000.

The consultant will embed with FAS leadership, manage discovery, analysis and synthesis, and co-author the final plan, ensuring institutional specificity and alignment with sustainability, mission impact, and a durable operating model.
