Assignment Temporary, on site, approximately 2–3 days per week based on construction activities
Position Summary
Provide Owner’s quality surveillance and inspection of instrumentation and electrical construction for the Phillips 66 I-10 Bridge Replacement / Pipe Rack Relocation Project. Verify contractor work and records against approved IFC drawings, project specifications, applicable codes and standards, manufacturer instructions, and approved procedures.
Field Inspection
• Inspect cable tray installation, supports, routing, elevations, spacing, and bonding or grounding.
• Inspect conduit installation, supports, fittings, seals, penetrations, and routing.
• Observe cable pulling and verify routing, identification, segregation, and protection.
• Inspect power, control, and instrument cable terminations; junction boxes, panels, and cabinets.
• Inspect electrical equipment installation and connections, including grounding and bonding.
• Inspect instrument installation, orientation, identification, accessibility, tubing, and supports where applicable.
• Verify installation requirements for classified areas where applicable.
Inspection and Testing
• Witness or review required insulation resistance (megger), continuity, point-to-point, and grounding system tests.
• Witness or review instrument calibration, loop checks, and functional testing.
• Confirm test equipment calibration status and the traceability of results to the applicable equipment, circuit, cable, or instrument.
• Review contractor inspection and test records for completeness and accuracy.
Quality Documentation and Turnover
• Document field surveillance findings and communicate deficiencies to Project QA/QC and Construction.
• Track nonconforming work and punch-list items through correction; verify completed corrective work.
• Participate in system walkdowns and punch-list development.
• Verify field redlines and as-built information reflect installed conditions.
• Review I&E turnover packages for completeness before Owner acceptance.
• Coordinate with contractor QC, Construction, Engineering, and Project QA/QC on quality issues and turnover readiness.
Role Expectations
Serve as an independent Owner’s quality representative. Identify issues early, document them clearly, and follow them through resolution. The contractor remains responsible for performing and documenting its required quality inspections and testing. The inspector does not direct contractor craft work.
