Flood Control District EngineerUnder general supervision of the Flood Control District Administrator, performs civil engineering, project management, and supervisory work of considerable difficulty in managing capital projects and directing the activities of Flood Control District (District) personnel. The Coconino County Flood Control District Engineer understands and embraces the breadth and complexity of flood control projects. The District Engineer works very closely with a set of consulting engineering firms that have a long history of supporting the District with achieving its goals and attaining national recognition. The District Engineer also supervises and works closely with the District's Hydrologist to implement the directives of the National Flood Insurance Program and the County's Drainage Criteria Manual.Typical duties include initiating and directing development of engineering plans, specifications, and cost estimates for in-house designed projects and projects performed by consultants for the District; overseeing both in-house and consultant-performed engineering and construction of District projects including direction of quality control (in-house engineered projects) and/or quality assurance (consultant engineered projects) activities when required; establishing schedule and budget for design and construction phases of District projects; acting as the custodian of the digital and paper records and data property of the District relating to mapping, surveying, and engineering, including GIS databases, as-built construction plans and documents, and legal property instruments; conducting field inspections, providing quality assurance and construction administration for District led projects; reviewing, approving, and signing subdivision and site development plans, cost estimates, for flood control related designs submitted by private development; developing policies and procedures including the establishment of design criteria, specifications, and engineering standards that appear in the County's Drainage Criteria Manual; holding public meetings to discuss flood-related improvements and projects; responding to flood emergencies; serving as Flood Director, as needed and oversees Flood Director/Flood Warning System; supporting the Community Development Engineering Supervisor as determined by Administrator and Community Development Director; planning, organizing, and directing engineering activities and duties related to floodplain administration, compliance with the National Flood Insurance Program, and management of District defined Local Floodplains; inspecting, studying, analyzing, and formulating proposals and qualifications to address flooding issues and concerns within Federal Emergency Management Agency (FEMA) designated floodplains and post-wildfire flood areas; preparing designs, technical reports, sketches, and drawings, as needed and in consultation with the Administrator; preparing project related procurement requests for qualifications, proposals, and/or bids, and evaluating submittals for adequacy, regulatory compliance, technical merit, and project approach; reviewing design projects for regulatory compliance, economic benefit, value engineering, technical issues, and sound engineering design; managing consultant services including scopes of work, proposal evaluation, contract management, and technical review of emergency plans; supporting development of grant applications; representing the District with various agencies; representing the District in professional organizations and coordinating speaking engagements and other outreach activities; leading the updating of the District's Flood Mitigation Capital Improvement Plan and supports the overall annual District budgeting process; evaluating, reviewing, and guiding District staff in daily activities; supervising the County Hydrologist and other employees as assigned; assisting with defense of the District in matters of civil tort liability, including expert testimony; serving as District Administrator when Administrator has assigned; planning for reports on, and facilitating recovery from major flood & post-wildfire flood events in concert with the Administrator and the District Team; performing other job-related duties as assigned.Minimum qualifications include being a Registered Professional Engineer.

If not currently a Registered Professional Engineer within the State of Arizona, then must become so within 6 months or be eligible for reciprocity if registered in a state other than Arizona. Must become a Certified Flood Plain Manager within 18 months. Bachelor's degree in civil engineering and five years of progressively responsible engineering experience with strong background in Hydrology & Hydraulics, Drainage and Flood Control, including two years in a supervisory capacity; or any combination of education, training and experience that demonstrates the ability to perform the duties of the position. The ideal candidate brings a balance of in-depth hydrological engineering knowledge and practical engineering experience, as well as supervisory/coaching experience and leadership vision.

For an ideal candidate, the District seeks a professional with knowledge of a wide range of flood mitigation/control measures, including measures such as channels, storm drain systems, detention/retention basins, berms, and flood retarding/dam structures and understands and can fully utilize hydrological modeling using various software tools including FLO2-D and HEC RAS. Importantly, the District Engineer has experience leading during flood emergencies and specifically with rain & stream gauges and flood emergency notification systems. Furthermore, having experience communicating with elected officials, funding agencies and partners, and engaging with the public to secure project support are key attributes. This position is exempt from overtime.Working knowledge of principles and practices of civil engineering with an emphasis on hydrology and hydraulics; practices and techniques of positive supervision; safety regulations and safe work practices; principles and practices of governmental budgeting and fiscal management; flood control measures and their design and utilization; construction standards and protocols.
