Director, Strategic Enablement & Operations
U.S. Communications & Government Affairs (USC CGA)
Position Summary
The Director, Strategic Enablement serves as a key operational and thought partner to the Head of U.S. Communications & Government Affairs, driving alignment, execution, and operational excellence across a complex and highly matrixed organization. In this operations‑focused role, the Director supports the US CGA leadership team (LT) and works closely with LT members to ensure seamless coordination and integration across Product, Patient & Internal Communications, Ecosystem Strategy, Public Policy, and State and Federal Government Affairs.
The ideal candidate acts as connective tissue across the function, establishing business rhythms, driving enterprise prioritization, improving cross‑functional collaboration, and ensuring strategic initiatives are executed effectively and consistently. This person is a trusted advisor who balances strategic thinking with strong operational discipline and organizational leadership.
Key Responsibilities
Strategic Leadership & Functional Integration
- Serve as a key operational partner to the VP of U.S. Communications & Government Affairs, driving alignment and connectivity across US CGA and related USC functions (Market Access, US Medical, etc.)
- Lead execution of near, medium, and long‑term projects and strategic initiatives across the US CGA function and coordinate with other USC and Global functions
- Partner with functional leaders to translate enterprise and business priorities into coordinated functional strategies and execution plans
- Identify opportunities to improve collaboration, decision‑making, information flow, and organizational effectiveness across the function
- Lead execution of cross‑functional strategic initiatives and special projects on behalf of the leadership team
Operational Excellence
- Establish and manage core business rhythms, including leadership team meetings, strategic planning processes, annual goal setting, budget coordination, and operating reviews
- Build scalable operational processes, governance models, and reporting mechanisms that improve execution, transparency, and accountability across the function
- Oversee tracking of strategic priorities, milestones, risks, and action items to ensure timely execution and follow‑through
- Develop dashboards, metrics, and performance reporting to provide visibility into functional priorities and organizational health
- Coordinate resource planning and prioritization activities across teams to support efficient execution against business objectives
- Ensure consistency and excellence in how the function operates internally and interfaces with key enterprise stakeholders
Communications & Executive Support
- Prepare and oversee development of high‑impact presentations, executive briefings, talking points, and strategic communications for senior leadership audiences
- Support development of leadership communications and narratives that reinforce functional priorities, strategic direction, and organizational alignment
- Facilitate leadership team decision‑making through structured problem solving, synthesis of complex information, and actionable recommendations
Stakeholder Management & Cross‑Functional Partnership
- Build strong partnerships across Commercial, Medical, Legal, Regulatory, Compliance, Corporate Affairs, and Executive Leadership teams
- Act as a central coordination point for enterprise initiatives impacting Communications & Government Affairs
- Ensure clear communication, accountability, and alignment among internal stakeholders and external‑facing teams
Team Leadership
- Create an environment that encourages proactive problem‑solving, strategic thinking, and operational rigor
Basic Qualifications
- Bachelor's degree required
- Minimum of 10 years of total working experience in pharmaceutical, biotechnology, healthcare, public affairs, communications, government affairs, or related disciplines
- Experience supporting senior executives and leadership teams in highly matrixed organizations
- Experience leading cross‑functional strategic initiatives and operational improvement efforts
- Experience managing complex projects with multiple stakeholders and competing priorities
- Proven executive communication and presentation development experience
- Ability to travel up to 20%
Preferred Qualifications
- Advanced degree preferred
- Experience within Government Affairs, Public Policy, Corporate Communications, or Corporate Affairs organizations
- Understanding of the U.S. healthcare policy and pharmaceutical landscape
- Demonstrated success driving organizational effectiveness and operational excellence initiatives
- Proven strategic thinking, influence, and stakeholder management skills
- Demonstrated ability to operate effectively in fast‑paced, highly visible environments
- Analytical and problem‑solving capabilities with attention to detail
- High level of discretion and ability to manage sensitive and confidential information
- Executive presence with the ability to influence across all levels of the organization
Compensation and Benefits
The US annual base salary for new hires in this position ranges from $171,000 to $285,000. The role also offers an annual bonus and eligibility to participate in a share‑based long‑term incentive program. Benefits include healthcare and other insurance benefits for the employee and their family, retirement benefits, paid holidays, vacation, and paid caregiver/parental and medical leave.
