Director of Operations (Program Manager IV)

The Director of Operations (Program Manager IV) serves on the Executive Team at the Maryland Center for School Safety, reporting directly to the Executive Director. This position provides strategic direction and operational oversight for core agency divisions including Training and Certification, Prevention and Intervention, and the Safe Schools Maryland tipline. The role ensures compliance with school safety mandates, leads emergency readiness and incident response, and manages day-to-day operations, budgets, and cross-functional teams across the agency.

Key qualifications:

• Bachelor's degree from an accredited college or university
• Six years of professional administrative, operational, or program management experience
• Three years of direct supervision of professional employees or management of complex, multi-faceted operational programs
• Two years of professional experience in operational command, program leadership, or policy administration within public safety, school systems, emergency management, law enforcement, or criminal/juven
• Three or more years of command-level leadership experience within law enforcement, emergency management, or public safety agency (preferred)
• Three or more years of experience creating, reviewing, testing, or executing Emergency Operations Plans or school safety/crisis response protocols (preferred)
