The Region 4 Workforce Board is seeking a dynamic and strategic Director of Operations. The Director of Operations performs duties associated with the overall operations and program performance management of the Region 4 Workforce Development System working closely with the Chief Operations Office in planning, organizing, and oversight of Workforce Development programs. Duties
- Workforce Innovation and Opportunity Act (WIOA) implementation and establishing new processes/procedures
- Guide and organize effective WIOA Youth Programs to meet overall goals and objectives across the region.
- Review of Region 4 local guidelines/policies for alignment to DOL/DWD policies, WIOA and Common Measures to ensure policies are up to date and/or changed in accordance with State and Federal Policy
- Validation of WIOA and Common Measures data and provide formal report to Chief Operations Officer
- Implementing new Grants the region is awarded and establishing new processes/procedures.
- Maintain closed and archived participant files in accordance with policy
- Proficiency of the performance measurements and definitions.
- Develop data extracts from State database to provide data reports on regional performance as needed
- Manage special projects as needed
- Serve as the expert on Indiana Career Connect (ICC) Policies and Procedures
- Conduct monthly desktop monitoring to evaluate the timeliness and quality of documentation, services, and case notes
- Conduct annual monitoring of participant files in ICC, data tracking system
- Develop procedures for/and handling complaints of discrimination
- Perform the duties and responsibilities of the EO officer
- Other duties as assigned
JOB REQUIREMENTS:
- Extensive knowledge of Workforce Innovation and Opportunity Act, Wagner-Peyser Act, Unemployment Insurance Law, Veterans Services, and other related employment and training programs, and the laws and regulations, policies, and procedures governing them.
- Experience to coordinate programs with DWD, other state agencies and community based organizations to ensure efficient delivery of services.
- Ability to interpret, apply, and effectively transmit technical and administrative rules, regulations, and policies.
- Ability to promote Employment and Training Programs in the community.
- At least 10 years of Workforce Development management experience preferred.
- Annual Cafeteria Plan Stipend-$1,200 per month
- IRA Match up to 3% of wages after six months

- Paid time off: 0-6 years-2 days per month / 6 or more years-3 days per month

Pay: $63,000.00 - $75,000.00 per year
