Brief Description of Duties

With delegated authority from the Vice President, Chief Contracting and Procurement Officer, the Director, Capital/Facilities Contracting and Procurement provides strategic leadership, oversight, and administration of the University of the District of Columbia's architectural, engineering, and professional services contracting and procurement programsforcapital construction and facilities. The positionis responsible fordirecting the full lifecycle of complex, high-valueprocurementsand contracts, ensuring compliance with applicable laws, regulations, policies, and industry best practices while supporting the University's capital development and facilities managementobjectives.University leadership and stakeholders on procurement, contracting, and risk management for capital and facilities projects.

This role exercises a high degree of independent judgment, discretion, and decision-making authority in managing complex construction and professional services procurementsthat includeplanning, solicitation development, contract award, administration, performance management, and closeout. The Director is accountable for ensuring transparency, integrity, fiscal stewardship, and compliance throughout the contracting process, while balancing operational, financial, and project deliveryobjectives. Work is subject to periodic audit and review for compliance and effectiveness.

The Director supervisescontracting and procurementstaff andis responsible forestablishingpriorities, directing work activities, and promoting continuous improvement in contracting and procurementprocesses. This position is distinguished by its strategic scope, leadership responsibilities, and authority in managing the University's most complex and mission-critical capital andfacilitiescontracting initiatives.

Essential Duties and Responsibilities

  • 1. Strategic CapitalandFacilitiesProcurement Planningand Procurement Leadership Provides strategic leadership for the University'sfacilitiesprocurement, construction contracting, and professional servicesrelated to capital andfacilitiesprocurement functions. Develops long-range capitalandmaintenance procurement strategies that align with institutional priorities,optimizeoperational performance, and ensure effective stewardship ofuniversityresources and assets. Evaluates industry trends, market conditions, and emerging technologies to support informed decision-making and continuous improvement.
  • 2. Facilities Procurement, Strategic Sourcing, and Contract Award Directs the procurement of facilities maintenance services, construction projects, architectural and engineering services, utilities, equipment, furnishings, custodial services, grounds maintenance, security systems, building systems, and other operational support requirements.Leadsstrategic sourcing initiatives,developsprocurement schedules and solicitation strategies, oversees competitive bidding and proposal processes,establishesevaluation criteria, and recommends contract awards that provide best value while ensuring compliance with applicable regulations and university policies.
  • 3. Contract Negotiation, Capital Project Delivery, and Facilities Operations Oversight Leads negotiations for construction, facilities maintenance, service, and professional consulting contracts to achieve favorable pricing, service levels, and contractual protections.Overseescontract administration from award through project completion and closeout, includingchangeorder management and performance monitoring.
  • 4. Contractor Performance, Compliance, Risk Management, and Asset Stewardship Establishes performance standards and accountability measures for contractors, consultants, suppliers, and service providers supporting facilities and construction operations. Monitors contract compliance, service delivery, project performance,and adherence toregulatory requirements.Identifiesdeficiencies andrecommendscorrective actions to mitigate risk, improve contractor performance, protect university assets, and ensure responsible management of public funds.
  • 5. Stakeholder Engagement, Organizational Development, and Customer Service Excellence Buildsstrong collaborative relationships with university leadership, faculty, staff, students, government agencies, suppliers, and community partners to ensure facilities and procurementobjectivesare achieved.Leads procurement andfacilitiespersonnel through training, mentoring, succession planning, and performance management initiatives. Promotes a customer-focused service culture, oversees records management and reporting functions, and leadsspecialprojects and continuous improvement efforts that enhance organizational effectiveness.

Minimum Job Requirements

  1. Bachelor's degreein a related field.
  2. At least 8 years of contractingand negotiationexperience.
  3. At least 5 yearsofexperience in complex procurements.
