Salary

$116,168.00 - $174,252.00. The final salary depends on qualifications; those with eight or more years of required experience can expect offers up to the midpoint of the range.

Responsibilities

Director, Capital Delivery Construction will supervise staff overseeing large‑scale bridge, track, station, parking lot, and railroad yard facility construction projects. Duties include managing all stages of capital construction projects from pre‑construction to closeout; planning, scheduling, budgeting, resource allocation, and coordination with contractors and building officials; providing expert guidance on complex projects; developing management reports on project status; assessing contract modifications and change orders; creating and reviewing independent cost estimates; managing project budgets and cash flow; resolving payment application disputes; ensuring regulatory compliance with building codes, zoning regulations, NEPA, safety standards, and industry guidelines; facilitating acquisition of permits and approvals; establishing quality benchmarks and performing site inspections; serving as subject‑matter expert on engineering and construction best practices; overseeing staffing, performance evaluations, disciplinary procedures, and safety objectives; traveling as needed to project sites and related seminars.

Requirements

• Bachelor's degree in engineering, construction, construction management, or a related field, or an equivalent combination of education and experience equal to four years in the field.
• At least ten years of engineering or construction experience, including project management.
• Five years of direct supervisory experience, including employee management, task assignment, guidance and training, performance monitoring, conflict management, budgeting, hiring, and disciplinary action.
• Comprehensive knowledge of engineering construction principles and practices.
• Comprehensive knowledge of materials, techniques, and components of structures within railroad systems.
• Substantial knowledge of project budgeting, scheduling, and management principles.
• Strong knowledge of applicable federal, state, and local laws, codes, and regulations.
• Strong analytical, critical thinking, and problem‑solving skills.
• Strong verbal and written communication skills.
• Good project management skills.
• Intermediate proficiency in Microsoft Word and Excel.
• Ability to direct the management of multiple complex projects.
• Ability to control project costs, schedules, and quality.
• Ability to establish processes and procedures that improve efficiencies.
• Valid driver’s license.
• Ability to stand, walk, and/or sit for extended periods of time.
• Ability to operate a vehicle.
• Willingness to travel within and outside of Metra’s six‑county region.
• Availability to work flexible hours, including early morning, late afternoon, evenings, or weekends.

Preferred Qualifications

• Experience in the railroad industry.
• Certification in Project Management.
• Professional Engineering (PE) License.
