Supply Chain Program Manager (SCPM) is a leadership role within the Supply Chain function, reporting directly to the Strategic Missiles Supply Chain Director. The successful candidate will provide leadership and guidance to a cross functional team and will be accountable for the overall material health of the Terminal High Altitude Area Defense (THAAD) development programs. This role operates as an extension of the supply chain team and is responsible for managing supply chain performance (cost, schedule, quality & technical) with support from a cross-functional integrated product team (IPT).In this role you will:Be accountable for all purchased material, both subcontract and purchase parts, for the THAAD Development ProgramManage the execution of critical subcontracts for materials, equipment, supplies, and services of a highly specialized and complex nature through all phases of the program lifecycleEvaluate, negotiate, and manage assigned subcontracts to perform to each project's specifications, quality, budget, schedule and earned value requirements to include the timely delivery of all deliverables required to fulfill the subcontractAuthor, manage and influence critical path releases of Statements of Works (SOWs) and plans to align with required schedules and subcontractor lead timesDelivering quality customer service to both internal and external customers and foster and maintain good supplier relationships, while driving a Zero-Defect mindset with suppliersParticipate in the support of new business and in the development of financial plans for the company, as it pertains to the planned outsourced portion of the project(s)Required Education, Experience, & SkillsAbility to travel up to 25% of the timeTypically a Bachelor's Degree and 10 years work experience or equivalent experienceExperience in Subcontract Management, Project Management or Program Management for a development programStrong demonstrated negotiation skills and strategiesExperience in new business capture to include proposalsExperience developing long-term strategies and tactical plans to achieve enterprise objectivesSuccessful, proven record of leading and managing multi-discipline project teamsStrong interpersonal skills with a focus on relationship building, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levelsAbility to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resourcesExperience with scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processesAbility to communicate with senior management regarding subcontract performance status (cost / schedule / resources / risk) as well as performance to financial objectivesExperience communicating externally either with customers or suppliersStrong technical and business acumenControl Account Management (CAM) experience (at minimum, CAM trained)Ability to obtain and maintain a clearancePreferred Education, Experience, & SkillsBachelor's degree in supply chain management, engineering, or operationsPrior experience as a project managerExperience leading cross-functional teams / IPTsProgram Management Institute's (PMI) Program Management Professional (PMP) certificationDemonstrated Risk Management experienceExperience with information systems such as OracleKnowledge of acquisition policies and procedures with associated knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)Significant experience managing the development and compliance of requirements (SOWs, specifications, contractual terms, etc.)Strong organizational skills to handle many overlapping projects simultaneouslyPay Information Full-Time Salary Range: $ - $ Please note: This range is based on our market pay structures.
