Scope of RoleThis role plays a key part in shaping the City's growth by supporting development review, permitting, and land-development activities. Reporting to the Development Services Manager, you'll take the lead on reviewing private development plans, guiding projects from early conversations through final closeout, conducting site inspections, administering the City's development surety program, and ensuring projects meet City ordinances, engineering standards, and all applicable regulations.As the primary technical point of contact for private development projects, you'll work closely with a wide range of partners — City departments, developers, engineers, contractors, and regulatory agencies. Your goal is to help deliver efficient, customer-focused development services while protecting public infrastructure and natural resources.Essential DutiesDevelopment Review & Project CoordinationReview development applications, engineering plans, and supporting documents for compliance with City ordinances, engineering standards, and applicable regulations.Review civil site plans, subdivisions, grading, utilities, stormwater, erosion and sedimentation control, floodplain, watershed, transportation, parking, sidewalks, and other development improvements.Conduct pre-application meetings and coordinate development projects from initial submittal through construction completion.Prepare consolidated review comments using Bluebeam or similar software and coordinate multidisciplinary reviews with City departments and outside agencies.Review resubmittals, verify corrective actions, and ensure established review timelines are met.Serve as the primary technical contact for applicants, developers, engineers, architects, surveyors, contractors, and property owners.Construction Inspection & CompliancePerform site inspections before, during, and after construction to verify compliance with approved plans and City standards.Inspect grading, utilities, stormwater facilities, erosion control measures, zoning setbacks, sidewalks, driveways, parking areas, and public infrastructure improvements.Document inspection findings, coordinate corrective actions, and verify compliance prior to project acceptance.Coordinate with the Building Inspections Division on projects requiring building code inspections.Development Surety AdministrationAdminister the City's private development surety program.Review engineer's cost estimates, bonds, letters of credit, and other financial guarantees.Track surety agreements, reductions, releases, and expiration dates.Conduct inspections required for partial and final bond releases.Maintain permanent records and coordinate bond administration with the Finance Department.Environmental & Regulatory ComplianceReview development proposals for compliance with floodplain, watershed, stormwater, erosion and sedimentation control, and other applicable environmental regulations.Coordinate with state and federal agencies as required.Records, GIS & ReportingMaintain development records, permitting databases, GIS information, and digital project files, including approved plans, easements, plats, inspection reports, as-built drawings, and bond documentation.Produce maps, reports, correspondence, and technical documentation.Assist with departmental process improvements, special projects, and other duties as assigned.Other Duties as AssignedQualificationsMinimum Qualifications One of the following:Bachelor's degree in planning, Engineering Technology, Civil Engineering, Construction Management, Geography, Public Administration, or a related field and three (3) years of progressively responsible experience in development review, engineering, inspections, or land development; orAssociate degree in a related field and five (5) years of progressively responsible experience in development review, engineering support, construction administration, inspections, or related work.RequiredValid North Carolina Driver's License.Ability to obtain applicable job-related certifications.Preferred QualificationsMunicipal development review experience.Experience reviewing civil engineering plans and conducting site inspections.Experience administering development sureties.Certification in Erosion & Sediment Control, Floodplain Administration, Stormwater SCM Inspection, or NC Level I Building Inspection.Working knowledge of NCDOT standards and specifications.Physical RequirementsMust be able to physically perform the basic life operational support functions of stooping, balancing, kneeling, crouching, reaching, standing, walking, lifting, grasping, talking, and hearing.Must be able to perform medium work exerting up to 50 pounds of force occasionally, 20 pounds of force frequently, and/or 10 pounds of force constantly to move objects.Must possess the visual acuity to maintain records and reports, prepare and analyze data and figures, inspect work for quality of methods and materials, operate a computer terminal and use measuring devices.Albemarle will be a place where all people can develop their potential, bringing neighbors together to support a connected community rich in water, air, land, and opportunity.
