Data Scientist

DevTech Systems, Inc. is seeking a Data Scientist to serve as an institutional contractor on the ADVISE 2.0 contract with the U.S. Department of State . This hybrid role supports the Foreign Assistance Oversight (FAO) Bureau’s Data and AI team, helping you stand up a pipeline for processing foreign assistance data and deliver quick-turnaround reporting and analysis .

In this contract position, you will work in a small, fast-moving environment, build repeatable data workflows, and apply data quality practices and light machine learning where appropriate. You will also maintain alignment with state department policies and contribute to a non-hostile, inclusive team culture.

Responsibilities

• Design, develop, and maintain scalable data pipelines and ETL/ELT workflows for foreign assistance data processing
• Build and optimize data models , schemas , and cloud-based data architectures for reporting, dashboards, and advanced analytics
• Implement data quality , validation, and monitoring processes to support accuracy, reliability, and transparency
• Use automation and AI tools to improve efficiency and productivity
• Explore and analyze foreign assistance data upon request
• Support predictive analytics and light machine-learning workflows when appropriate
• Maintain documentation , metadata , and data governance standards in alignment with Department of State policies
• Communicate technical issues clearly to technical and non-technical audiences
• Take on adjacent responsibilities as needed to meet project goals in a small, fast-moving team
• Continue learning about new data technologies and how they can be applied for Department of State clients
• Consistently model behaviors that demonstrate a commitment to fostering a non-hostile work environment free of discrimination, bias, unfairness, exclusion, offensive behaviors, and harassment

Requirements

• Bachelor’s degree in Data Science, Computer Science, Economics, Statistics, or a related field
• Master’s degree or equivalent experience (preferred)
• Solid knowledge of Python and SQL
• Experience developing data models and building/managing data pipelines
• Experience working in cloud environments, especially Azure and Databricks
• Experience with automation and AI tools and judicious application for efficiency and productivity
• Strong analytical thinking, problem-solving skills, and intellectual curiosity
• Ability to explain complex concepts to diverse stakeholders
• Team player who can also work independently
• Multi-tasking and time-management skills, with ability to prioritize
• Excellent interpersonal skills

Location and Contract Details

• Location : Washington, DC (hybrid). Remote work may be possible pending approval.
• Job type : Contract
• Salary : USD 110,000 - 150,000 per year
• Funding : Funded for one year, with the possibility of continued funding for additional years
