Operational Effectiveness Consulting PositionTravel Required: Up to 10%Clearance Required: Active Top Secret SCI with PolygraphWhat You Will Do:Lead IC-wide data management programs aligned with the IC Data Strategy.Develop and execute strategic plans to enhance data governance, metadata management, and data sharing across IC elements.Coordinate with IC Chief Data Officers, mission owners, and technology leaders to align data initiatives with enterprise priorities.Manage program milestones, budgets, and reporting in accordance with IC Capability Requirements and acquisition processes.Facilitate stakeholder engagement across ODNI, DoD, and other IC agencies to ensure alignment and adoption.Support workforce development initiatives to improve data literacy and promote a data-centric culture.Monitor compliance with IC Directives (e.g., ICD 501, ICD 504, ICD 505) and ensure integration with the IC IT Ecosystem and Services of Common Concern (SoCC).What You Will Need:An ACTIVE and MAINTAINED TS/SCI Federal or DoD security clearance with a COUNTERINTELLIGENCE (CI) polygraphBachelor's degree5+ years of experience in program management, data governance, or enterprise architecture within the IC or federal governmentWhat Would Be Nice To Have:Master's degree in a technical or policy-related field.PMP, PgMP, or equivalent program management certification.CDMP, TOGAF, or other data governance/architecture credentials.Familiarity with IC Capability Requirements Process (ICD 115) and IC IE Data Strategy.Experience supporting ODNI or IC-wide transformation efforts.Proven ability to lead complex, multi-stakeholder initiatives across agencies.The annual salary range for this position is $98,000.00-$163,000.00.
