Job TitleResponsible for developing and managing cooperative contracts awarded for the Choice Partners (CP) program.QualificationsEducation/Certification:Bachelor's degree from an accredited university in business, public administration, engineering or related field or equivalent work experienceProfessional certification in purchasing preferred or working toward, such as Certified Purchasing Manager (CPM), Certified Public Purchasing Buyer (CPPB), or Certified Public Purchasing Officer (CPPO)TASBO certification – CTSBS, CTSBO or RTSBASpecial Knowledge/Skills:Ability to effectively utilize computers and software including Microsoft Office Suite and other software required by the divisionAbility to organize, prioritize, meet established deadlines and handle multiple tasksAbility to maintain accurate and auditable recordsAbility to communicate effectively (verbal and written) using proper English grammarAbility to speak in public preferredExperience:Five years public or private sector purchasing experienceExperience with cooperative contracting preferredBackground in one of several areas of expertise such as construction, engineering, materials, furnishings, finishes, HVAC, and/or building envelopes preferredMajor Responsibilities and DutiesManage cooperative contracts including monthly contact to all vendorsAct as a point of contact for CP with vendors (and members – as necessary)Make or assist with public presentations at CP trainings, seminars, tradeshows, and conferences with travel, as neededPlan events, locate venues, arrange catering, work with Client Engagement (CE) and CP for vendor and member invitations, coordinate all event components for a successful vendor/member experience to help CP show their excellence, as directedConduct detailed interviews of potential vendors and industry leaders as well as end users (members) to ascertain state of the art product standards and best methodsMake or assist with post-award orientation meetings for CP awarded vendors to establish lines of communicationAssist CE with vendors to develop their marketing plans, including assisting in website review for all necessary information on websiteAct as a liaison between members and vendors to resolve issues as necessaryLearn and become proficient in the software used in the DivisionUpdate division software/database with program, member and vendor informationDevelop specifications for new contracts and scope of work used in solicitation documentsEnsure bids are publicly advertised in several publications and websites to abide by 2 CFR 200 requirementsPerform contract administration, including liaison between vendors and members, compliance with contract terms and conditions, negotiation of contract amendments and extensions. Analyze cost and price data from vendors. Perform contract audits when requiredPerform public bid openings as required by lawCoordinate with CP Client Services Manager to monitor vendor performanceWork with the Contract Coordinator to ensure all necessary contract documents are true and correct for approval by HCDE board of trusteesWork with CP Contracts Coordinator on timely renewal of annual contracts, including contract negotiation of contract amendments/exceptions and extensionsWork with Field Representatives to provide them any necessary informationCoordinate with other contract staff to resolve complex contracting issuesMaintain confidentialityMaintain excellent public relations with all partiesBe familiar with and assist with duties assigned to other CP staff, as necessary or assigned by Director or Assistant DirectorProvide guidance and assistance to other employees, as requiredMaintain a positive attitude and a neat and professional appearance that exemplifies confidence and professionalismPerform other duties as assigned
