Contract Business Analyst
Place of Performance: JBSA Lackland, TX
General Description:
The Contract Business Analyst shall focus on understanding contract business needs, improving processes, ensuring contract compliance emphasize strategy, and stakeholder communication. Provide daily data analysis, deliverable tracking, and administrative support to assist the Government in executing contract surveillance and management duties.
Specific Tasks:
• Provide medical administration services in a wide range of organizational, business, and financial operations.
• Responsible for assisting senior level management by providing technical expertise and administrative support impacting plans and operations, compliance, business analysis, contracting support services, budgetary and fiscal management, medical manpower, and information management.
• Provide end-to-end management of the contracting process.
• Focus on the IT systems that support logistics and contracting.
• Provide support to ensure programs are executed within budget and meet the Government’s objectives.
• Conducts market research to identify potential suppliers and vendors for required commodities, services, and construction. Services include obtaining and analyzing data on industry trends, system performance, and financial metrics, presenting findings to leadership to support decision-making.
• Analyzes contractor proposals, evaluates pricing, and performs cost analysis to justify prices and ensure best value for the Government.
• Conduct business analyses through Microsoft (Outlook, Teams, Excel, Word, PowerPoint), GFEBs, and SharePoint.
• Manage contract business portals.
• Manage contract file repositories.
• Manage contract process for internal and external stakeholders.
• Manage organizational business deliverables.
• Conduct contract data requirements gathering and translating customer needs into operational requirements.
• Analyze current and future contract actions and plan operational forecasting to support business decisions.
• Conduct contract business analysis, budgeting, industry market research, Independent Government Cost Estimates (IGCE) and historical data research to support business decisions and operational forecasting.
• Evaluates data by analyzing facts and ensuring government needs are met economically and quality of operations are met.
• Conducts contract oversight, ensuring terms and conditions are met, and supporting contract administration.
• Gather, analyze, and develop contract data for executive level briefs.
Qualifications:
• A Bachelor's Degree in Business, Finance, Public Administration, or a related field.
• A minimum of three (3) years of medical administration services or federal government experience in the area of planning, organizing, and exercising control over financial planning and execution, and budget administration is preferred.
• Must have and maintain a current Basic Life Support (BLS) certification.
