Construction Subcontract Technical Representative (STR) - ConstructionThis service supports Environmental Management Sector Clients and ProSidian Team Members work as part of an Engagement Team Cadre to fulfill T&M - Time and Materials requirements.Responsible for monitoring and evaluating the progress of assigned subcontracts and conducting daily field surveillance of sub-contractors to ensure compliance with the contract, safety, quality, environmental and technical requirements.

Responsibilities include:Position Responsibilities:Review design outputVerify field conditionsPrepare and/or review estimatesPrepare and/or review schedulesPrepare field conditions and safety documentsAssemble all documents for the requisition packageSupport procurement in pre-bid meetings and coordinate answers to bidders' technical questionsAssist procurement in the evaluation of bidsWork Execution and OversightVerify all necessary documents are approved prior to work (work package, permits, safety plans, submittals, etc.)Ensure pre-job briefing is performedDaily oversight of subcontractor work to ensure conformance to requirementsPerform safety walk-downs and Focused Observations to verify/document safe performanceParticipate/lead investigations of subcontractor incidents/injuriesMaintain detailed Daily Activity Reports to document job progress, problems, deficiencies, etc.Coordinate resolution to field and design issuesMonitor and report on schedule and cost performancePrepare monthly accruals and approve subcontractor applications for paymentCoordinate work activities between subcontractors or site personnelInterface with others such as the facility, radon, safety, IH, QC, etc. to support subcontractor workCollect and report subcontractor weekly man-hoursParticipate in weekly subcontract progress meetingsPrepare subcontract change requestsAssist procurement in evaluations of changes and negotiations with subcontractorSupport project team meetingsCoordinate and verify ongoing/revised subcontractor submittalsPrepare the turnover packageCoordinate turnover to the facility and manage the completion of punch listGenerate Certificates of Mechanical and Physical CompletionCloseout work packagesSubcontract Close OutEnsure collection and closeout of all subcontractor security badgesEnsure all subcontract deliverables are complete and acceptedAssist procurement in resolving any outstanding claims or change noticesApprove final application for paymentPrepare Subcontractor Performance Report as requiredTurnover subcontract files to procurement#TechnicalCrossCuttingJobs #EnergyTechnology #Jugaad #SavannahRiver #EnvironmentalManagementQualificationsThe Construction Subcontract Technical Representative (STR) - Construction shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and be proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. All employees, in the performance of their respective responsibilities, shall conduct themselves in the highest possible standards of ethical and business conduct. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.Requisite work experience and technical skills to fulfill the roles and responsibilities of the Construction Subcontract Technical Representative working and performing tasks in the Energy Industry (Oil and Gas / Power and Utilities / Nuclear Energy)Bachelor's degree in engineering or construction and at least 5 years of practical experience in construction orAssociate's degree in engineering or construction-related field and 5-10 years of practical experience in construction orHigh school diploma and 10+ years of practical experience in construction engineering or related area Working knowledge of subcontract formation and management with at least 2 years of practical experienceKnowledge and understanding of DOE/federal contracting requirements (FAR, DEAR, etc.)Working knowledge of construction safety requirements (OSHA 1926)Experience in the development and analysis of construction schedules and estimatesPrevious experience with generating work execution plans (preferably utilizing the Asset Suite work control system)Previous experience with generating job hazards analysis (preferably using the Assisted Hazard Analysis program)Excellent oral and written communications skillsPrevious related experience at SRS would be a plus A 40-hour workweek is scheduled. SRR construction utilizes a 10 hour per day - four days per week schedule.Candidates must possess a valid driver's licensePersonal vehicles operated by candidates must have valid registrationPersonal vehicles operated by the candidate must be insured with proof of insurance within the vehicle TRAVEL: Occasional travel may be required to attend meetings, events, site visits, or other training requirements. Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, as allowed, in accordance with Federal Travel Regulations.
