Role: Construction Manager – Asphalt Paving
Market: Northern Virginia (VDOT NOVA District) - Fairfax
Sector: Heavy Highway, Urban Infrastructure & Vertically Integrated Asphalt Paving
Representation: Fabr Global Executive Search
The Company
We are representing the Mid-Atlantic’s largest privately held, self-performing heavy civil contractor and vertically integrated construction materials producer. With over eight decades of family-founded heritage and a multi-billion-dollar backlog, this organization dominates regional infrastructure by controlling its own supply chain, operating an expansive network of captive aggregate quarries and high-capacity hot-mix asphalt (HMA) plants across Virginia, Maryland, Delaware, and Pennsylvania.
They are defined by grit, total operational self-reliance, heavy fleet investment, and an uncompromising "Home Safe Tonight" culture.
The Role
Northern Virginia is one of the fastest-moving, most logistically demanding paving markets on the East Coast. Based out of Fairfax, VA, you will take the operational helm of multiple high-production asphalt paving and roadway rehabilitation crews across the NOVA corridor (I-66, I-495, I-95, and Loudoun/Fairfax/Prince William counties).
Because the business owns the quarries and the asphalt plants feeding your crews, you won't be at the mercy of third-party material suppliers. Instead, your challenge is precision execution: synchronizing internal plant load-outs with tight urban haul windows, high-profile night shifts, complex maintenance-of-traffic closures, and hyperscale commercial/data center site packages.
Core Responsibilities
- High-Density Field Operations: Lead General Superintendents, Paving Superintendents, and multiple milling and laydown crews across simultaneous VDOT NOVA District, county, and private commercial site development contracts.
- Plant-to-Paver Logistics: Coordinate daily with internal Northern Virginia HMA plant managers and trucking dispatchers to beat NOVA traffic bottlenecks, eliminate paver waiting times, and maximize tons-per-shift.
- Night-Shift & Complex MOT Execution: Oversee high-stakes interstate night work and restricted-window lane closures, ensuring seamless setup, production, and timely morning reopening to avoid liquidated damages.
- P&L & Margin Ownership: Drive full financial accountability across your project portfolio, managing unit-price cost tracking, daily cost-per-ton metrics, monthly revenue forecasting, and labor/equipment utilization.
- VDOT NOVA Quality Standards: Enforce strict adherence to VDOT mix specifications (Superpave, SMA, THMACO), nuclear/core density targets, and rideability smoothness incentives.
- Safety Leadership: Instill a relentless zero-incident mindset across live, high-speed traffic work zones and dense suburban job sites.
What You Bring
- 8–15+ Years in Heavy Paving: A track record of working up through field engineering, project management, or general superintendent ranks within high-volume asphalt paving and highway milling.
- Urban Corridor Mastery: Proven capability managing multi-crew paving schedules in congested metro environments where night work, strict noise/lane ordinances, and rapid haul turnarounds dictate profitability.
- VDOT Technical Command: Deep familiarity with VDOT Road and Bridge Specifications, HMA quality control protocols, and state inspection procedures.
- Systems & Commercial Grit: Proficiency with HCSS HeavyJob, Primavera P6, and daily production cost analysis, paired with the field presence needed to earn immediate buy-in from veteran paving crews.
- Background: B.S. in Civil Engineering or Construction Management, or equivalent career progression in self-perform heavy highway operations.
Package & Rewards
- Excellent starting base salary scaled specifically for the Northern Virginia market.
- Uncapped, performance-driven annual bonus tied directly to regional paving profitability, safety metrics, and tonnage performance.
- Company truck (or allowance), fuel card, full health/dental/vision coverage, 401(k) with substantial company match, and full relocation support into the NOVA region.
