Park And Greenway Design And Construction ManagerThis position will specifically manage park and greenway design and construction projects, including active and passive parks and greenways throughout the county. Applicants should be able to work independently within a complex team environment and be capable of open collaboration between design consultant teams, county personnel, general contractors, the public, and other stakeholders. Applicants should be well versed in park and greenway site design, construction, and related regulatory issues (PCCO, FEMA floodplain management, USACE wetlands, NCDENR and LEUSA water quality regulations, etc.).Essential FunctionsManagement of planning, design, and construction for parks and greenwaysFiscal management of County and outside grant fundingTeam coordination & collaboration within both AFM and P&RStakeholder and public involvementEnsuring regulatory compliance (PCCO, FEMA, USACE, NCDENR, LUESA, and code enforcement)May supervise construction project managers, project managers or other positions in the engineering, environmental or maintenance job classesCoordinate construction resources and track project progress against established timelines and schedulesEnsure work is completed on time, within budget, and to specificationSelect, negotiate with, and coordinate the work of vendors and contractorsResponsible for material management and delivery scheduling tasks in support of assigned projectsTrack project progress against milestones, budgetary guidelines, or other performance indicators and prepares and delivers reports to managementInspect or review projects to monitor compliance with building and safety codes and environmental regulationsInvestigate damage, accidents, or delays at construction sites to ensure that proper construction procedures are being followedDevelop or implement quality control programs and environmental protection programsMeet with regulatory agencies and contractors to ensure permitting conditions and requirements for internal/external projects are considered in project scope, timeline, budgetEnsure that all necessary permits or licenses are obtainedDirect and oversee design professionals, construction or related workers; contract or oversee craft work, such as painting or plumbingAct as a liaison between the client and project team members regarding changes or problemsMinimum QualificationsExperience: Minimum of five years of related project management experience or training.

Education: Bachelor's degree in Landscape Architecture, or Engineering. Combination of relevant education and relevant experience accepted.Licenses and Certifications• Requires Professional Landscape Architect (PLA) license or Professional Engineer (PE) license• Requires a valid North Carolina or South Carolina Driver's License• Requires County Driving Privileges• Annual Motor Vehicle Record (MVR) check requiredPreferred Qualifications• PLA or PE preferredKnowledge, Skills and AbilitiesKnowledge of:• Project management and research principles and resources• Applicable federal, state and local statutes, codes and regulations• Business English, spelling and arithmetic• Overall function and responsibilities and services in assigned area• Budgetary principles• Materials, methods, and the tools involved in the construction or repair of buildings or other structures• Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources• Practical application of engineering science and technology.
