Collection Operations ManagerTitle: Collection Operations ManagerLocation: Washington, DCClearance: TS/SCI, with the ability to obtain and maintain a CI polygraphResponsibilities:Collaborate with collection requirements managers, analytic elements, and consumers to ensure HUMINT collection operations have the necessary focus and guidance to maximize time and resources allocatedApply intelligence collection systems and capabilities to inform intelligence collectors and consumers of collection developments and relevancy through a range of productsCollaborate across the IC to understand consumer intelligence needs and gaps to optimize developing collection operations tailored to the requirements of the customerWork with collectors and all-source analysts to evaluate the efficiency and effectiveness of multi-INT collection against requirementsExecute collection plans and strategies to generate reliable intelligence relevant to consumer needsManage large amounts of data, ensure data consistency, produce visualizations, and develop models to report findingsAssist with developing methods and criteria to evaluate whether collection requirements have been satisfied, using measures of effectiveness and measures of performanceProduce feedback of findings, identify collection gaps, related trends, and opportunities; assess collection options, test assumptions; produce judgments, recommendations and solutions to refine collectionProduce analyses identifying gaps in collections methods, and models future intelligence collection scenariosConduct, develop, produce, and present programs of instruction in specified collection operations TTPs, and related or supporting processes for various HUMINT and technical intelligence operationsRequirements:Bachelor's degree preferred, with twelve (12) years of experience as a HUMINT Collection Manager or another agency equivalentPrevious experience with HUMINT automated systemsKnowledge of intelligence oversight and security guidelines pertaining to HUMINT reportingExcellent written communication, research, and analytic skillsExcellent oral and written communication skills for preparing, presenting, and communicating complex topics using available multimedia software and applicationsExperience in managing research and coordination for projectsExperience in instructing and interacting with small groups on data and information requirements and coordination tasks preferredDetailed knowledge of DIA, NSA, CIA, DEA, FBI, and Departments of Treasury and State programs and products highly desiredSpecialized training from any intelligence collection and analysis school or certification or graduate of in-residence basic HUMINT Collection course a plusCurrent active TS/SCI clearance with the ability to obtain and maintain a CI polygraphEqual Opportunity Employer/Veteran/Disabled
