This role blends client service, project leadership, and advanced right-of-way expertise, serving as a trusted advisor to clients while ensuring the successful delivery of complex ROW projects.The Client Service Manager is expected to delight clients through responsiveness, professionalism, and solution-oriented thinking, particularly in complex or challenging situations. This role requires sound judgment, a commitment to ethical practices, and the ability to lead with integrity while balancing client expectations, regulatory requirements, and company standards.Primary ResponsibilitiesLeadership & Client ServiceServe as a senior-level client service leader and subject matter expertProactively build and maintain strong client relationships by exceeding service expectations and delivering consistent, high-quality outcomesNavigate and resolve complex or difficult situations with clients, property owners, agencies, and internal teams in a calm, ethical, and professional mannerDirect and mentor team members, when applicableMeet regularly with client and agency representativesSupport and perform marketing and business development activitiesRight of Way ExpertisePerform at or above Senior Right of Way Agent levelMaintain excellent working knowledge of project budgets, scopes of work, schedules, contract complianceEnsure ROW data is entered promptly and accurately into company systemsTitle, Research & InterpretationConduct title research, identify ownership, and evaluate existing easements and rights of wayInterpret legal descriptions, deeds, maps, construction plans, surveys, and agreements with accuracy and careIdentify risks, constraints, or title issues and proactively communicate solutions to clients and leadershipPrepare Chain of Title, Limited Title Certificates, vesting, and marketable title files in accordance with project requirementsDesign Review, Permitting & Field ServicesReview plans, exhibits, surveys, and alignment sheets and anticipate issues and collaborate with construction teams through RFIs and field investigationsDemonstrate working knowledge of jurisdictional ordinances and permitting processesDraft regulatory and permitting applications with attention to detail and ethical complianceAcquisition, Negotiation & RelocationCollect and analyze data to support sound, ethical acquisition strategiesConduct negotiations with property owners in a manner that is respectful, transparent, and compliant with applicable laws and regulationsDemonstrate advanced knowledge of appraisal methodologies and clearly communicate appraisal processes in accordance with jurisdictional requirements.Support or participate in condemnation and eminent domain processes when requiredPrepare, review, execute, and record acquisition documents accurately and timelyDevelop and support relocation plans with sensitivity and professionalismProject ManagementProvide subject matter expertise to clients and internal teamsManage project schedules, budgets, and estimates with a focus on quality and accountabilityCoordinate quality assurance and quality control to ensure work meets both client expectations and regulatory standardsTechnology & Office SkillsProficient in Microsoft SharePoint and Microsoft TeamsCommunicate clearly and persuasively in writing and verbally with clients, agencies, and internal stakeholdersMaintain professionalism and composure when addressing challenges or competing prioritiesQualificationsInternational Right of Way Association (IRWA) SR/WA designation requiredTREC Easement or Right-of-Way Agent license (must be valid or attainable upon hire)Texas and California issued Real Estate License, Broker License preferredEight (8) or more years of right-of-way or related industry experience.
