Project OverviewThe scope of this project shall include the full range of construction security program management, administrative, construction surveillance management (including demobilization and closeout), construction surveillance, access control, temporary security infrastructure and equipment. Also, includes subject matter expertise on SCIF/SAPF Design, TEMPEST Countermeasure design & construction, construction surveillance, technical surveillance, Temporary Electronic Security System (TESS) design, installation and operation formation under the purview of the ICD 705 as Secure Work Areas (SWA) in lieu of SCIF or SAPF.Primary ResponsibilitiesMonitor the activities of all personnel on the SCS at all timesDocument the construction activities of all persons on the SCSDocument all security incidents that occur on the SCSIAW the CSP, perform in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation ensuing all items are free of tampering and identifying all anomaliesMaterial inspections will include use of specialized equipment including the Non-Linear Junction Detector, Spectrum Analyzer, and Portable X-Ray machineContractor must provide personnel trained in the use of TSCM equipment to effectively utilize such equipment during material inspectionsAll materials inspections will be done at the direction of the SSMIdentify anomalies and variances in finished construction work against the official project construction plansPerform close-in/seal-in inspections in accordance with the CSP, SSM, and SSC directionPerform access control functions, including personnel and bag searches, preventing the entry of unauthorized persons, materials, and equipmentCarry out opening and closing procedures of the SCS each day as directed by the SSMOperations may include 24/7/365 operationsExperience and Qualifications RequirementsActive, TS/SCI security clearanceMust have a minimum of five (5) years of construction experience or equivalent experience such as Security experience. Security experience must be a minimum of two (2) years of construction experience directly related to SCIF construction or physical securityKnowledgeable of and demonstrates ability to apply sixteen (16) standard division of constructionMust hold a valid certificate for the successful completion of a forty (40) Hour or greater CST Training CourseMust be able to perform the following physical activity for expensive periods of time.

Company uniforms shall be distinct, company standard with a company logo, person's nametag, flashlight and radios.All contractor personnel shall have Personal Protection Equipment (PPE) associated with construction projects, complete safety training/briefing as required by general contractor on site who is responsible for enforcing safety regulations for the project. PPE to include but not limited to properly worn hard hat, safety vest, safety glasses, footwear, and outerwear as appropriate for anticipated weather condition.Access to DIA SCI networks requires the successful completion of a CI Polygraph.All contractor personnel performing work under BPA/SOW must comply with all applicable Federal, DoD, and DIA directives, instructions and standard operating procedures while providing contract support to DIA, including accessing and handling government information as part of this contract.
