Possess a combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. A current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico will be considered as an acceptable display of both education and experience.

EXPERIEINCE : You must possess at least one full year of specialized experience equivalent to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Qualifying specialized experience includes: 1) Experience in independently applying one or more of the follow disciplines of civil engineers: structural, hydrologic, hydraulic, geotechnical, engineering geology to the investigation, design, construction, operation and maintenance of dams, and 2) Experience performing dam safety risk management activities and dam safety risk reduction actions, and 3) Experience managing dam safety risk management program objectives across a portfolio of dams.

Physical Demands: The work is primarily sedentary, but with periods of considerable and strenuous physical exertion encountered in operational situations, site visits to remote terrain, inspections of Dams and associated structures such as pipelines, tunnels, confined spaces. The position requires ability to interact in large laboratory facilities, such as those encountered for centrifuges and soils testing. Work includes lifting equipment and material samples that exceed 50 pounds. Incumbent is subject to frequent travel 50% or more of time. Some travel is to visit Dam sites and other remote locations, laboratory settings, manufacturing facilities, power generation facilities. Incumbent also travels to in frequent in person meetings mostly within the continental United States, with international travel occurring three to five times annually.

The office work environment involves normal office-related stressors, including competing deadlines, high visibility of decisions, and frequent interaction with internal and external stakeholders on complex, high-impact technical and administrative matters Routine travel to field/office/client locations will occur. - Represents DOI and Reclamation in national and international dam safety communities.
- Provides authoritative programmatic advice to senior DOI and Reclamation leaders on complex and controversial issues affecting dam safety, portfolio risk management as applied to risk management activities and risk reduction actions.
- Leads the DOI Working Group on Dam Safety and Security, overseeing strategic planning, annual training development, interagency program improvements, and technical standards aligned with federal guidelines.
- Provide collaboration and program leader support for dam safety governance, guidance development, staff mentoring, workload planning, application of emerging technologies, and modernization initiatives for multidisciplinary professionals supporting risk management and dam safety program priorities.
