- Provide leadership and direction for sustainment systems engineering for the Naval Messaging ISEA
- Evaluate systems engineering tools and design custom workflows for Naval Messaging
- Integrate systems engineering tools into daily procedures with team members
- Develop systems engineering strategy and documentation for sustainment of Naval Messaging systems
- Modernize ISEA systems engineering processes using a Model Based Systems Engineering (MBSE) approach as directed by the DoN and NAVWAR guidance
- Manage system requirements and their allocation for Naval Messaging systems
- Support installations, systems and software engineering, cybersecurity, software development, infrastructure as code, training, logistics, integration, testing, and new messaging-system baselines/capabilities
Requirements
- Bachelor's degree and 18 or more years of experience; Master's degree and 16 or more years; or PhD/JD and 15 or more years
- Must be a U.S. Citizen
- Must have an Active Top Secret Clearance to start
- CompTIA Security+ certification
- Experience managing and maintaining software/systems in an Agile environment using CI/CD tools and regular Scrum meetings
- Experience with Naval Messaging systems and systems design
- Familiarity working on classified systems and managing classified data
- Experience with IBM Rational Tools Suite
- Experience using CAMEO digital engineering tools
- Requirements development and allocation to DoD system designs
- Experience developing systems engineering designs to DoD standards
- Working knowledge of Jira/Confluence and Microsoft Office, including Visio, Project, Excel, Outlook, PowerPoint, and Word
- Excellent communication skills
