Job Description

PURPOSE AND SCOPE:

The Chief Property Officer (CPO) provides executive leadership andstrategic oversight of Property Services operations andconstruction-related activities across all LSC locations. Reportingto the Executive Vice Chancellor, Operations (EVCO), the CPO is akey EVCO Executive Leadership Cabinet member, helping to advancethe college's mission and strategic priorities. This positiondevelops a long-term strategic vision for Property Services,aligning facilities, capital investments, maintenance, real estateportfolio, and support services with institutional priorities whileensuring responsible stewardship of assets. The CPO leads senioradministrators responsible for campus operations, ProjectDevelopment and Planning, Quality Assurance, and other keyfunctions.

ESSENTIAL JOB FUNCTIONS:

  1. Leads Property Services Vision and Strategy: Developsstrategic vision and long-term operational leadership for PropertyServices operations across all LSC locations. This includes but isnot limited to facilities operations and maintenance (O&M),emergency preparedness, capital projects and construction, repairand replacement (R&R), renovations and modernization (R&M),space planning, asset management, and related infrastructureinitiatives
  2. Leads Strategic Asset and Space Portfolio Management: Leads the stewardship and optimization of the system's physicalenvironment by managing facilities, infrastructure, properties, andspace resources as a cohesive investment portfolio aligned withinstitutional priorities. Establishes system asset and spacemanagement strategies that optimize lifecycle performance, improveutilization, increase flexibility, and ensure the institution'sphysical resources effectively support evolving academic,operational, and strategic needs
  3. Establishes Financial Strategy and Stewardship: Providesexecutive leadership for the development and management of theProperty Services budget by establishing funding priorities,aligning financial resources with institutional goals, and ensuringresponsible stewardship of operating, capital, and renewal andreplacement investments. Evaluates resource needs, recommendsstrategic investments, and communicates budget priorities, risks,and opportunities to executive leadership
  4. Directs Compliance: Ensures Property Services'compliance with all applicable internal and external rules,regulations, guidelines, and contractual requirements, as well asLSC policies and procedures. This includes but is not limited toserving as subject matter expert and strategic planner duringprocurement processes and contract negotiation for LSC propertyservices, ensuring all contracts and projects meet required legaland agency oversight guidelines and laws in coordination withGeneral Counsel, and ensures project appropriate constructiondocuments include specifications, drawings, and relatedconstruction correspondence which is then saved and organized foreasy retrieval in a secure location.
  5. Establishes Performance Excellence : Establishesorganizational expectations, strategic goals, and key performanceindicators that drive accountability, collaboration, and continuousimprovement. Evaluates system-wide performance, uses data-driveninsights to assess effectiveness and inform strategic decisions,and ensures Property Services leaders are aligned withinstitutional priorities while delivering measurable value to theorganization.
  6. Integrates Operations and Capital Planning: Ensurescohesion between ongoing campus operations and the planning,development, and execution of capital projects, renovations,modernization initiatives, and infrastructure investments. Ensuresthat the people who build the things and the people who make thethings act as one cohesive team in a zoned, cross-functional modelacross the system.
  7. Leads Emergency Preparedness and Response : Establishesstrategic preparedness priorities, ensuring continuity offacilities operations, directing recovery efforts forproperty-related incidents, serving as system point-person forProperty Services during active emergencies, and organizing annualtabletop preparation exercises with executive leadership andexternal agencies to proactively protect institutional assets,maintain critical infrastructure, and support the safety andcontinuity of college operations.
  8. Serves as Executive Advisor for Property Strategy: Actsas the principal advisor to executive leadership, the Chancellor,and the Board of Trustees on matters related to facilities, capitalplanning, real estate portfolio development and management,maintenance, and property infrastructure, presentingrecommendations that support institutional priorities, financialstewardship, and long-term asset sustainability.
  9. Builds Organizational Awareness and Alignment: Communicates effectively with employees, leadership, and the publicthrough multiple channels, fostering engagement, managingexpectations, and elevating awareness of the critical workperformed by Property Services to support safe, functional, andmodern learning and working environment.
  10. Performs all other duties necessary to accomplish theobjectives of LSC and/or assigned by supervisor.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of facilities systems including HVAC,electrical, plumbing, structural, and building automation.
  • Knowledge of basic construction safety requirements andapplicable building codes, ADA standards, EHLS operations, andrelevant local, state, and federal regulations.
  • Familiarity with Building Automated System (BAS), ComputerizedMaintenance Management Systems (CMMS), and AutoCAD preferred.
  • Ability to operate within an allocated budget and managebudgets across multiple departments and project types.
  • Ability and capacity to balance supporting the various needs ofthe individual system campuses while also being able to address theneeds of the System.
  • Skilled in planning, analyzing, evaluating, and executingoperational needs and services.
  • Ability to identify relevant data and use it appropriately indecision-making, including financial, operational, and performancemetrics.
  • Excellent emotional intelligence and leadership skills; abilityto lead, mentor, develop, and hold accountable a diverse team ofprofessionals.
  • Ability to communicate effectively both orally and in writingat the superior, subordinate, and peer level, as well as withexternal organizations, contractors, and the community.
  • Must have fluent PC skills with knowledge of the MicrosoftOffice, project management programs, and other software.

PHYSICAL ABILITIES:

The work is performed in both office and field environments. Theemployee will regularly conduct site visits across LSC campuses andproperties, including construction sites, mechanical rooms, andoutdoor areas. The work may require some walking; standing;bending; carrying of light items such as papers, books, or smallparts; or driving an automobile. There may be some physicalexertion, such as periods of standing, walking over rough or unevensurfaces, recurring bending, stooping, stretching, or reaching. Nospecial physical demands beyond average agility and dexterity arerequired to perform the work.

WORK SCHEDULE AND CONDITIONS:

  • Equipment used includes, PC workstation running on a LAN in aMicrosoft Windows environment, calculator, phone and other generaloffice equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • May regularly travel to different LSC locations
  • May be fully reassigned to other LSC locations ifnecessary
  • Will need to work weekends and non-traditional hours inresponse to facilities emergencies or critical projectmilestones.
  • This position is classified as an essential employee, whichmeans the individual may be required to report to work duringsystem closures or emergencies to support recovery and reopeningefforts.

REQUIRED QUALIFICATIONS:

  • Master's degree and at least 10 years of work experience, or anequivalent combination of education and experience
  • Master's degree in Architecture, Engineering, FacilitiesManagement, Construction Management, Business Administration, or aclosely related field
  • Experience must include at least 5 consecutive years in acurrent or most recent executive management-level position withdirect oversight of facilities operations, capital projects, orproperty management functions
  • Facility Manager or Project Management Certification
  • Valid driver's license and compliance with LSC vehicle usepolicies

PREFERRED QUALIFICATIONS:

  • Lean Six Sigma Certification
  • Professional Engineer (PE) license
  • Related experience in higher education
  • Related experience in a publicly funded institution

Salary

Hiring salary range is $156,000 to $179,400

Lone Star College provides a hiring salary range for all postedfull-time non-faculty positions. Where your salary offer would fallin that range is determined by your related experience andeducation.
