Statement of Purpose

Under the direction of the Executive Director or Senior Vice President, the Chief Medical Officer plans, organizes, supervises, and controls medical and health care services including primary medical and dental care, diagnostic and therapeutic services, medical staff and support services, education, and other health related services in the facility or for overall corporate programs.

Responsibilities

  • Acts as the Chief Medical Officer and advisor to the Executive Director/Senior Vice President to assist in resolving issues of facility administration and medical staff that affect the clinical departments, partnering with appropriate department leadership and medical staff.
  • Directs and coordinates all clinical functions through the chairpersons/chiefs of the various clinical departments, ensuring adequate direction and staffing for medical diagnosis and treatment of inpatients, outpatients, and emergency care.
  • Plans, initiates, directs, and coordinates the provision of quality patient care.
  • Develops and maintains a system for continuous monitoring and evaluation of the quality and appropriateness of patient care through supervision of the Quality Management department.
  • Works closely with the organized medical staff and its committees, the President/Chair of the Medical Board and chiefs/directors of service to assure medical staff compliance with bylaws, policies of the facility, board guidelines, and regulatory requirements.
  • Coordinates appointment, re‑appointment, and delineation of clinical privileges of the medical staff and independent practitioners to ensure compliance with rules, regulations, and bylaws.
  • Oversees medical staff office functions, including monitoring of staff files and quality improvement findings.
  • Ensures graduate programs comply with ACGME standards and integrate with clinical service needs, overseeing house staff office functions, credentialing, and grant coordination with the affiliated medical college.
  • Serves as liaison between the Executive Director and affiliation administration for affiliation contract matters related to clinical policy, staffing, and education.
  • Oversees all clinical research activities at the facility and ensures they are approved and monitored per policy.
  • Coordinates planning, development, implementation, and evaluation of multidisciplinary programs and activities.
  • Participates in the annual expense, revenue, and capital budget and strategic planning process.
  • Participates as requested in setting the strategic direction for the New York City Health and Hospitals Corporation and promoting the interests of the facility, community, and patients.
  • Serves as liaison between the facility, medical and professional staff, and the community to represent the facility and physicians, support community interests, assess health care needs, and advocate for community health improvements.
  • Makes recommendations to the affiliate on allocation of affiliation contract funds.
  • Conducts criteria‑based performance appraisals of chiefs/directors of service in consultation with administration.
  • Performs a comprehensive evaluation of clinical services and related support services, not less than five years, periodically with executive leadership.
  • Requirements: Work clinically 0.1 FTE (4 hours a week).

Qualifications

  • Graduate of an approved medical school.
  • Completion of an approved GME residency training program.
  • New York unrestricted license required.
  • Board certified in a medical specialty.
  • Minimum of ten years working clinically in the certified specialty; academic experience preferred.
  • Minimum of five years’ experience in administrative responsibility providing medical direction and supervision to teams of medical staff, ideally in an acute care setting.
  • Experience developing and implementing standards of care, medical protocols, quality assurance standards, and professional training and education.
  • Experience implementing new operating processes and systems aimed at improving efficiency; knowledge of EHR and related automated systems is a plus.
  • Previous experience managing clinical operations on a large scale preferred.

Wages and Benefits

  • Annual Base Salary: $550,000 based on a 40‑hour work week.
  • Annual Total Compensation Value: estimated $586,000, including baseline salary and 401(k) contribution.
  • 401(k) Company Contribution: 3% of base earnings immediately vested; additional 7% after one year of service.
