Chief Financial Officer (CFO)CareSTL Health is seeking a Chief Financial Officer to join our Executive Leadership Team. As a member of the Executive Leadership Team, the CFO is responsible for implementing, reviewing and developing fiscal protocols, performance objectives, productivity benchmarks, compliance measures, workflow planning and scheduling. Also, the position serves as coach/mentor/trainer to staff, giving guidance in best practices, troubleshooting of services and fiscal issues in priority of urgency according to CareSTL Health policy and FQHC standards. The CFO will also represent the Center at required meetings with affiliated agencies. The CFO supervises the Fiscal Department (accounting, billing and registration) and is the chief fiscal spokesperson for the organization.
The CFO reports directly to the President and Chief Executive Officer (CEO) and directly assists the Officers on all strategic and tactical matters as they relate to budget and investment management, cost benefit analysis, forecasting needs and the securing of new funding.Essential Functions:Assists the CEO, Officers and Key staff in developing and implementing the health center's mission and strategic plan.Participates as a key member of organization's Executive Leadership Team (ELT) to develop and maintain a strategic plan for the controlled growth, expansion, and/or development of programs and sites for CareSTL Health; solve existing and anticipated financial organizational problems; and formulate and/or revise policies that will enhance the achievement of the organization's goals.Oversees Risk Management and directs the Quality Assurance and Improvement (QA&I) process for the Finance Department within CareSTL Health.Oversee the management and coordination of all fiscal reporting activities for the organization including reporting and managing the cash flow process to meet the organization's needs, managing organizational revenue/expense and balance sheet reports, reporting to funding agencies, and developing and monitoring all organizational contract and grant budgets.Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee federal awards and programs.Job Requirements and Qualifications:Education:Bachelor's Degree in AccountingMaster's Degree in Accounting, Finance or related fieldCPA preferred but not requiredExperience:A minimum of 10 years of experience in Accounting Environment (required)A minimum of 5 years of executive financial management experience (required)Experience with investment management (preferred)Knowledge, Skills and Abilities:Acceptable verbal and written communication skillsAcceptable team building and conflict resolution skillsAbility to develop departmental goals to align with the organizational MissionAbility to integrate new health services into overall scope of servicesGood ability of understanding written sentences and paragraphs in work related documentsGood ability in talking to others to convey informationGood ability in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problemsGood ability in considering the relative costs and benefits of potential actions to choose the most appropriate oneVery high level knowledge of the Microsoft Suite Programs (i.e. Word, Excel, Outlook)Experience using Accounting programs and Project Management systemsExcellent skills in business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resourcesKnowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systemsKnowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, and agency rulesMust be able to consider the relative costs and benefits of potential actions to choose the most appropriate oneMust be able to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problemsMust be able to adjust actions in relation to others' actionsMust be able to delegate appropriately as well as take responsibility for the actions of supervised employeesTransportation Requirement:Must have Reliable TransportationSupervisory Responsibility:The CFO supervises the Director of Accounting, Director of Revenue, and Financial Analyst AssistantAdditional Eligibility Qualifications (licenses, programs, certificates, pre-employment check and post and annual screening(s):Copy of Bachelor's Degree or Official TranscriptsCurrent Registration with the Missouri Family Care Safety RegistryCompetencies:Organizational commitment: Aligns own behavior with the needs and priorities of the organization.Leadership: Demonstrates confidence in serving as a champion in the formation and implementation of CareSTL Health objectives.Service Orientation: Demonstrates a genuine desire to help others, especially those in need.
