Onsite Contract Business Development & Strategy

Responsibilities:

  • Lead identification, qualification, pursuit, and capture of strategic federal opportunities from early market awareness through proposal submission.
  • Meet or exceed portfolio revenue targets through active management of multiple concurrent capture efforts and pipeline growth.
  • Develop and execute capture strategies, customer engagement plans, competitive assessments, win themes, discriminators, solution concepts, and pursuit schedules.
  • Identify target-rich market sectors aligned with PotomacWave's core and adjacent capabilities while helping shape future service offerings based on market demand.
  • Build relationships with federal executives, program managers, contracting officers, contract specialists, industry partners, and key decision-makers.
  • Conduct market research, acquisition intelligence, competitive analysis, and opportunity shaping prior to solicitation release.
  • Build and negotiate strategic teaming agreements with large and small business partners while evaluating customer access, contract vehicles, past performance, and workshare.
  • Partner with technical leaders, pricing, recruiting, contracts, operations, and proposal teams to develop differentiated and executable solutions.
  • Support proposal development through executive summaries, win themes, technical approaches, staffing strategies, oral presentations, and solution reviews.
  • Represent PotomacWave at conferences, networking events, customer meetings, and industry forums.
  • Maintain accurate opportunity information within CRM, SharePoint, and business development systems.

Qualifications:

  • Bachelor's degree and five or more (5+) years of federal business development, capture management, or related experience.
  • Demonstrated success leading competitive federal captures through proposal submission, including unrestricted prime opportunities.
  • Established Government and Industry relationships within assigned market sectors.
  • Strong understanding of FAR, DFARS, federal acquisition processes, and agency buying habits.
  • Experience developing capture plans, teaming strategies, customer engagement strategies, competitive assessments, and solution approaches.
  • Knowledge of GWACs, IDIQs, BPAs, GSA MAS, OASIS+, and similar contract vehicles.
  • Excellent communication, presentation, and relationship-building skills.
  • Ability to manage multiple concurrent pursuits in a fast-paced environment.
  • Ability to obtain or maintain a Secret or Top-Secret clearance.

Preferred Qualifications:

  • Experience using GovWin, Bloomberg Government, SAM.gov, USAspending.gov, FPDS, Salesforce, SharePoint, or similar tools.
  • Familiarity with Shipley capture methodology.
  • Experience supporting oral presentations, customer demonstrations, and executive briefings.

Compensation:

  • Salary Range: $110,000 - $150,000, commensurate with experience.
  • Bonuses/commission and profit-sharing opportunities based on contract wins for total compensation of $180,000+.
