Business Analyst for Texas Vital StatisticsWe seek a Business Analyst for Texas Vital Statistics to join our team in Austin, TX.

The role requires an on-site presence in Austin, and we welcome local candidates or those open to relocating to the area.Key Points:Position: Business Analyst-Texas Vital StatisticsLocation: Austin, TXOn-site roleOpen to local or relocating candidatesC2C arrangements can be accommodatedWill report to the Director of Administration, develop test plans, and assist or lead system and user acceptance testing using tools such as JIRA or Client ALM. Business Analyst reports to the Director of Administration, defines business solution recommendations, and translates business objectives into detailed requirements to support the solution. This person is adept at assimilating, integrating, and interfacing technical knowledge with business/systems requirements. The Senior Business Analyst produces functional requirements, use cases, data mappings, data dictionaries, software specifications, and systems scope documentation. This person may also be responsible for writing test plans and test cases and doing UAT quality assurance work. When necessary, these individuals should also be able to lead teams of analysts to facilitate, document, analyze data, integrate, and train business users throughout the project development life cycle. Able to conduct various types of work in varied client environments, with multiple teams, including business and technical teams, and produce results. Develops frameworks to address client problems; identifies issues and dependencies; develops problem-solving approaches to minimize pitfalls. Leverages business and data skills and knowledge; performs thorough, accurate analysis; guides team in developing recommendations. Structures client documents and manages the writing process; writes key sections of client documents. Will partner with technical leads to facilitate systems development; understand the development process (requirements gathering, design, code, test, deploy). Comfortable with ambiguity; flexible and effective while managing multiple tasks and priorities. Responsible for user facilitation, business process analysis, data analysis, requirements documentation, and testing. Facilitate users or program staff to reach alignment, design, conduct, and document meetings effectively. Analyzes and documents current business processes; translates business requirements into functional specs, defines and recommends new processes, using process flows, activity diagrams, swim lanes, use cases as needed, and acts as a liaison between business users and technical developers. Capable of documenting data dictionaries, data requirements for input forms, developing test data, and tracing functional data items back to originating data sources. Analyzes data and trends, defines reporting KPIs and metrics, and works with technical teams to develop reports in tools such as Tableau and Cognos.Minimum Requirements:8 years of interpreting knowledge of Texas Vital Statistics laws, policies, procedures, and regulations.8 years of knowledge of the MS Office Suite (Word, Excel, PowerPoint, Project, and Visio)8 years of experience in project planning and organization8 years of experience in business analysis methodologies8 years of experience in analyzing and evaluating complex information technology applications, policies, and issues8 years of experience developing creative and workable solutions to complex problems and issues.8 years of experience communicating effectively verbally and in writing with individuals and groups.8 years of experience in using initiative and independent judgment and managing time effectively to establish priorities, organize tasks, and assign and direct the work of others8 years of experience in establishing and maintaining effective working relationships, including the ability to work under pressure, negotiate with multiple parties, and resolve conflicts8 years of experience in reading, interpreting, and understanding material to prepare concise reports or appropriate responses for the review and/or signature of section managers and/or directors8 years of experience in gathering, organizing, and analyzing facts, recommending solutions, and resolving work-related problems8 years of experience in maintaining statistical and accounting records and producing data summaries8 years of experience managing small to medium-sized projects when needed8 years of experience, the ability to create project work plans8 years of experience in producing accurate work estimates and monitoring progress.
