Municipal Securities Rulemaking Board: $195,000.00/yr - $250,000.00/yr
Position Overview
The Municipal Securities Rulemaking Board (MSRB) seeks an experienced attorney for its Market Regulation Department to serve at the Director or Associate Director level. The role involves identifying and presenting strategic solutions and proposals for changes to MSRB rules and interpretations, eliminating unnecessary regulation, adopting new rules, and developing compliance and educational resources for regulated broker‑dealers and municipal advisors. The goal is to protect investors, municipal entities and the public interest while facilitating a fair and efficient municipal securities market.
Essential Duties and Responsibilities
- Conduct legal research to develop knowledge of laws, rules and other regulatory matters affecting the MSRB and the municipal securities market.
- Prepare and review memoranda to the Senior Staff and Board of Directors ensuring high‑quality legal work that is clear, effective, and ready for oral presentation.
- Serve as a subject‑matter expert within the MSRB and externally on several subject areas related to MSRB rules and initiatives.
- May supervise other attorneys and work with senior attorneys to incorporate industry views, drafting and reviewing materials related to rulemaking, compliance and educational resources.
- Engage in and manage rulemaking projects effectively under the Securities Exchange Act of 1934 and MSRB policies, from initial formulation through Board of Directors consideration and filing with the Securities and Exchange Commission.
- Draft and supervise drafting of documents at all stages of the rulemaking process, including memoranda, public comment requests, analyses of comment letters, regulatory notices, rule language, interpretive guidance, and compliance resources.
- Engage and coordinate with the SEC, FINRA and federal banking regulators to maintain regulatory consistency.
- Lead development and deliver training for examining authorities as a subject‑matter expert.
- Perform other duties as assigned.
Education and Qualifications
JD and active member of a state bar with at least 6 years (minimum of 8 for Director role) legal experience related to securities markets, including experience specifically with the municipal securities market and/or self‑regulatory functions. Candidates should exhibit advanced legal research and writing skills, excellent interpersonal and communication skills, strong public speaking ability, and sound judgment. Director candidates must have experience leading projects, public speaking, and managing colleagues or cross‑functional teams.
